Both are currently owned by the state and run by two private companies that are responsible for all aspects of network operation in return for a monthly fee (US$4.2 million for Alfa and US$4.25million for MTC). The two private companies are responsible by contract for all aspects of mobile business operation in return for a fixed monthly fee. However the mobile networks are owned by the government and any expenditure needs to be approved by the Ministry. Stakeholders have raised their concern that this is limiting service expansion and offering: e.g. EDGE data services cannot be offered with the current first generation base stations . It is our understanding that both mobile networks incurred substantial damage during the war with Israel in 2006 with approximately 40 base transceiver stations being destroyed. Source text - English Where have all the Christians of the Middle East gone? Are we in the West aware of the fact that these lands of Lebanon, Israel/Palestine, Iraq, and Iran, the birthplace of our faith and the cradle of the Church, are emptying out at a dizzying rate? And if we are, do we care? Some facts: 30 years ago 30% of Palestinians were Christians. Today less than 1% of the population in Palestine is Christian. 4 years ago when I visited Baghdad, there were about one million Christians. Today fewer than 400,000 are left, and they are fleeing at the rate of 30,000 a month. In Iran, the Armenian, Chaldean and Latin churches have lost between 50 to 90 per cent of their populations of only fifteen years ago. The situation is roughly the same in Lebanon. At the present rate, noted Archbishop Rowan with the other British Christian leaders in his party, there will soon be no Christians in Bethlehem to celebrate the birth of Jesus in their hometown. Why is this fact so little reported? Is it simply that we have indeed heard of it, but believe can’t do anything about it? And where have all the Christians gone? This last question is easy to answer. For the most part, they have gone to the United States or Western Europe. The Chaldean Church, centered in Baghdad, has two new dioceses in the U.S. and one in Australia, the latter headed by the former Bishop of Basra, recently hounded out of his city. Damascus and Amman and western Turkey are full of Iraqi refugees, a great number of them Christians. Iranians head primarily for America or France. Oddly, perhaps, many of the Iranians receive help from Ha’aretz, a Jewish organization founded in the early nineteenth century to help Jews move to the Holy Land. One would think that with such movements of peoples, the phenomenon would be more widely noted. Perhaps it is the fault of the media. There are few religion writers who really know the subject. Often it seems to be a beat you cover if you are at sixes and sevens in your news organization, rather like a music critic who is suddenly required to try to cover a hockey game. It may well be that hearing about Christians leaving the Middle East isn’t remarkable because it is assumed that Islam was there first. Of course, that isn’t true. Over and over again in my brief travels to that part of the world Christians would remind me that they were there for six hundred years before the birth of the Prophet. Like any enterprise of this size, B&Q generates a staggering amount of printed information, which underpins critical business processes. The large estate of 3,500 printers handles critical sales and stock reports as well as delivery and supplier information on a daily basis. The timely and assured delivery of these reports is vital for the successful and efficient operation of a B&Q store. Stock and sales reports enable managers to identify performance issues. Documents such as kitchen plans are crucial in securing business. Seasonal sales reports can provide vital insight into customer spending patterns. B&Q was aware that improvements to its document intensive processes would yield significant cost reduction benefits and improve profitability. So in 2001, it began a project to develop and implement an output management strategy across its 340 stores. A vital requirement was to bring the intensive, though inconsistent use of printers throughout the business under control and in line with plans to move to a SAP® based system. To execute this effectively, B&Q identified the need to develop an output strategy, before selecting the right technology with which to implement such plans. Este método presta atención fundamentalmente a la evolución de la pobreza estructural, y por tanto no es sensible a los cambios de la coyuntura económica y permite una visión específica de la situación de pobreza, considerando los aspectos sociales. Con este método se considera población en pobreza a aquella que tiene al menos una necesidad básica insatisfecha y como pobres extremos a los que presentan dos o más indicadores en esa situación. Este método tiene la gran ventaja de que permite la focalización de la pobreza y la elaboración de mapas de pobreza a nivel distrital cuando se utiliza como fuente de información los Censos Nacionales. El NBI presenta las siguientes limitaciones: (a) todos los indicadores utilizados tienen el mismo peso, (b) considera igualmente pobre a un hogar que indistintamente tiene uno, dos ó tres NBI, (c) considera igualmente pobre a un hogar en donde hay 1 ó más niños que no asisten a la escuela y (d) por facilidades de medición se privilegia a los indicadores de vivienda. Asimismo, la utilización de indicadores de servicios para el área rural presenta problemas conceptuales. En la medida de que el área rural es en mayor proporción un ámbito casi natural, utilizar los mismos indicadores del área urbana, estaría sobreestimando la pobreza de este ámbito. Con el método de las Necesidades Básicas Insatisfechas, el INEI emplea los siguientes indicadores: • Viviendas con características físicas inadecuadas, • Hogares en hacinamiento; • Vivienda sin servicio higiénico; • Hogares con al menos un niño que no asiste a la escuela, • Hogares con el jefe de hogar con primaria incompleta y • Hogares con tres personas o más por perceptor de ingreso.	Translation - French Méthodologie pour le calcul de l’INDICE DES BESOINS DE BASE INSATISFAITS (NBI) La méthode de mesure des Besoins de Base Insatisfaits (NBI) prend en considération un ensemble d’indicateurs en lien avec les besoins basiques structuraux : habitat, éducation, santé, infrastructures publiques… qui permettent d’évaluer le bien-être individuel. Cette méthode se focalise sur l’évolution de la pauvreté structurelle, et n’est donc pas sensible aux changements de conjoncture économique. Elle permet donc une vision spécifique de la situation de pauvreté qui prend en compte les aspects sociaux. Cette méthode classe la pauvreté en 2 catégories : • les populations pauvres : au minimum 1 besoin de base insatisfait • les populations extrêmement pauvres : au minimum 2 besoins de base insatisfaits Cette méthode qui se focalise sur la pauvreté permet d’élaborer des cartes de pauvreté au niveau du district à partir des données des Recensements Nationaux. Le NBI présente les limites suivantes : (a) tous les indicateurs utilisés ont le même poids, (b) il ne fait pas la différence entre le nombre de NBI d’un foyer, (c) il ne fait pas le distingo entre les foyers qui ont un enfant non scolarisé ou ceux qui en ont plusieurs, (d) pour des facilités de calcul on privilégie les indicateurs d’habitat. L’utilisation des indicateurs de services pour la zone urbaine pose des problèmes conceptuels. Dans la mesure où la zone rurale est en majeure partie un espace naturel, l’utilisation des mêmes indicateurs que pour la zone urbaine tendrait à surestimer la pauvreté de ce milieu. Dans son calcul des NBI, l’INEI emploie les indicateurs suivants : • habitations aux caractéristiques physiques inadaptées, • promiscuité des foyers, • habitation sans WC, • foyer avec au moins un enfant non scolarisé, • foyer dont le chef de famille n’a pas terminé le primaire, • foyer avec 3 personnes ou plus vivants d’un même revenu
