I believe that should read "inkomstlageT tjänst" (under inkomstlageN [1999:1229]) and "inkomstlaget" also modifies "näringsverksamhet," I believe. I would translated the whole phrase as "The total earned employment and business income credit is reduced by the amount of the basic deductions." I'm not 100% sure about the word 'credit' in this context, but it surely means positive as opposed to negative income (after deduction of liabilities or whatever).
