If you read the text carefully you'll find that the query is not about establishing the department from scratch, as per your suggestion, but rather expanding the already existing department.

establish/develop a department (from scratch)

When we put it that way, we mostly mean that it is built up (or whatever verb fits) from scratch (or virtually nothing) - and this is key here - to something of more considerable size.

In your assumption, you don't pick up that nuance fully, neither does the mere "expanding", which would work for any increase in number from any initial number of employees or whatever.

You are wrong. The "text" you refer to is an assumption that I already commented on.

develop the department

If the context is talking about a department that will grow and actually become successful, it is not a new department but a development that we are talking about - this phrase would not have to mean that there are more people working at the department (which is the case with expand...)
