milled layer
I haven't found a SV>EN pairing yet, but I think this one is right. See the first link for Google results for "milled layer" + paving. The second link has a diagram from Finland of a paving machine in action -- see step 5 for a "milled layer" reference.
It would make sense that you'd not want water accumulating on the milled layer before adding a paving layer onto it. It would interfere with the bond and create future problems with freezing and expansion.
