This form is a little confusing even to an English speaker. The College of Business Student Services office at the University of Houston tells me that 1) this form is "unofficial" because it is only a worksheet for the students to fill out while they are planning the classes they need to take (or transfer from another university) to meet their degree requirements; it is not the "official" document issued by the College detailing which courses the student will take to meet the degree requirements (that would be the "official degree plan"); 2) "applicability" refers to whether the classes are considered acceptable or suitable (I think that AGCAL's suggested term "idoneidad" is good) to meet the requirements for the degree. Again, the classes can be taken at this College, or they may be classes taken at another institution, and the College has to decide whether they are acceptable/suitable/meet the requirements.

Consider that some of the synonyms of "applicable" are appropriate, relevant, suitable.

So I think that "applicability" has to do with meeting the requirements. You'll know how to say that in Spanish, I'm sure.
