I chose "good business practice" after searching in the concordance in my large Trados TM, where I found the phrase used several times in exactly this context. It seems right to me because it implies more than just taking care of the property, it could cover things like not making noise, causing a disturbance, attracting 'undesirable elements' etc.

Rules of conduct is also correct, but a google search comparing tenants "code of conduct" to tenants "rules of conduct" indicates that "code of conduct" is more commonly used.
