The prescriptive approach specifies security measures that operators are required to have in place to meet the overall goal and specific security objectives for the applicable security level.The prescriptive approach is relatively simple to implement, but still allows the operator some flexibility to adapt the security system to conditions on the ground. NSS 11 provides recommended security measures to implement the prescriptive approach for each security level. In applying the prescriptive approach, the regulatory authority and the operator should take into account the security context and the nature of the facility or other location in which the source is used or stored.

Karakteristike radioaktivnih izvora obuhvataju radioizotope, nivo radijacije, enkapsulaciju, hemijske i fizičke karakteristike, rad i konstrukciju uređaja, detalje o proizvođaču i dobavljaču.

Propisani pristup primenjuje se relativno lako, a operaterima ipak ostavlja određenu fleksibilnost u prilagođavanju sistema obezbeđenja uslovima na terenu. NSS 11 predviđa preporučene mere bezbednosti za sprovođenje propisanog pristupa za svaki nivo obezbeđenja. U primeni propisanog pristupa, regulatorno telo i operater trebalo bi da uzmu u obzir kontekst bezbednosti i prirodu objekta ili druge lokacije na kojoj se izvor koristi ili čuva.
