Con motivo de la sanción de la Ley contra el Bioterrorismo por parte de Estados Unidos, las Empresas que exporten alimentos a ese país, deberán registrarse antes del 12.12.03 ante la Food and Drug Administration (FDA) y disponer de un Agente representante radicado en EE.UU.
Las Autoridades Sanitarias, para esa fecha, no admitirán el ingreso de alimentos a Estados Unidos, provenientes de empresas extranjeras no registradas.
Esta medida, es una de las cuatro grandes normas tomadas por el Gobierno norteamericano relativas a la seguridad alimentaria, en procura de preservar la seguridad de EEUU frente acciones vinculadas al Bioterrorismo.
A excepción de las explotaciones agrícolas y los barcos que solo adicionan hielo al pescado, todos las empresas de productos de alimentación humana y animal regulados por la FDA, incluidos los suplementos de la dieta, las leches maternizadas, las bebidas (incluso las alcohólicas) y los aditivos deben registrarse ante la FDA, aunque se encuentren habilitados por las Autoridades Sanitarias nacionales, tal es el caso de SENASA o Salud Pública.
En la práctica, la decisión de EEUU es un camino directo a la aplicación de la Trazabilidad (NdA: Traceability) en la producción, industria y comercio de alimentos, en especial en aquellos que teniendo origen en terceros países se exportan a Estados Unidos.
La Trazabilidad es un sistema mediante el cual el Empresario establece y mantiene procedimientos documentados para identificar permanentemente el producto -a través de medios adecuados- desde su origen y durante todos procesos, que incluyen la producción (o captura o extracción en su caso), industrialización, almacenamiento, distribución y comercialización; de forma tal que, en cualquiera de estas etapas, pueda conocerse en forma rápida y segura, el origen de la materia prima y los procesos sufridos previos al consumo.
Translation - English BIOTERRORISM AND TRACEABILITY
As the Act against Bio terrorism has come into force in United States, those Companies exporting food to that country, will have to be registered before December 12th, 2003 at the Food and Drug Administration (FDA) appointing an Agent with permanent address in United States.
From December 12th, 2003, Sanitary Authorities will not admit the entrance of food coming from foreign not registered companies.
This measure is one of the four most significant measures taken by the North American government referring to food protection, in order to provide security to the United States facing bio terrorism actions.
Except for agricultural exploitations and ships, which only add ice to the fish, every company selling human and animal food products ruled by FDA, including dietary additives, powdered milk for newly born babies, drinks (including alcoholic ones) and additives have to be registered at FDA, although those companies are authorized by National Sanitary Authorities, as SENASA or Public Health Office.
In practice, the decision of United States is a direct way to Traceability applied to food production, industry and commerce, especially when food origin comes from third countries and is then exported to United States.
Traceability is a system by means of which the Company establishes different documented procedures to identify the product –by means of adequate methods- from its origin to the last process, including production (or capture or extraction as it corresponds), industrialization, storage, distribution and marketing; in such a way that the origin of raw material as well as processes previous to consumption are easily and securely detected.
