Source text - English Four Tanzanians Charged for Publishing Political Information on WhatsApp
Four Tanzanians, Leila Sinare, Godfrey Soka, Deo Soka, and Monica Gaspary Soka, were charged under Section 16 of Cybercime Act 2015 for publishing false election-related information on the social messaging platform WhatsApp. The four appeared before a Magistrate's court in Dar Es Salaam, Tanzania on November 6, 2015.
Public prosecutors allege that the accused published audio information on a WhatsApp group called Soka Group that was intended to mislead the public during the October 2015 Tanzanian general elections.
Authorities frame the Cybercrime Act as an important tool for fighting child pornography, cyberbullying, online impersonation, racist and xenophobic content online, unsolicited messages (i.e. spam), illegal interception of communications, and publication of false information. The controversial law was passed in April of this year and signed into law by the former President Jakaya Kikwete in May 2015, despite criticism from opposition politicians, social media practitioners, and human rights activists.
Chama Cha Mapinduzi (CCM), Tanzania’s ruling party, candidate, John Magufuli, was declared winner by the election commission despite claims of vote rigging and calls for a recount by the opposition. He won 58.46% of the vote, while the main opposition candidate, Edward Lowassa, won 39.97%.
The accused are not the first Tanzanians to be charged under the new controversial law. The first individuals to be charged under the law since it was passed in Tanzania's parliament are Benedict Angelo Ngonyani, a 24-year-old student at Dar es Salaam Institute of Technology. He was charged on October 9 for publishing materials that prosecutors claimed were “false or not verified by relevant authorities” over a Facebook post claiming that Tanzania's Chief of Defence Forces, General Davis Mwamunyange, had been hospitalized after eating poisoned food. Authorities say Ngonyani posted this information knowing it to be false.
Sospiter Jonas was arraigned in a primary court in Dodoma Region and charged with “misuse of the Internet.” He posted a message on his Facebook page saying that Tanzanian Prime Minister Mizengo Pinda “will only become a gospel preacher.”
Free expression activists argue that the law gives too much power — without meaningful oversight — to police such as ability to search the homes of suspected violators of the law, seize their electronic hardware, and demand their data from online service providers. They have also argued that police or the state could use their power to harass online activists or social media users.

Trade between players
Exchange: To exchange items or gold with other
players, click on the player and select the 'exchange' option. After they accept the exchange request, the transfer window will open.
Both players then drag the items into the window and enter the gold amount that the other participant will receive (for the exchange of a certain amount of one item, drag whilst holding down the [Ctrl] key!). Once complete, click on 'registered' to show the other player your offer. If it doesn't look like the deal you discussed, you can still cancel. When both players are in agreement and then click on 'trade', the exchange is complete and no longer reversible.
Opening a private shop: To sell items that you no longer want, you can make use of your private shop, where other players can buy them. To open a shop, you have to go to the commercial map, specifically the marketplace in XXX or at Port XXX. Open the skills menu ([K]), double click on the 'open shop' symbol. Enter a name for your shop and enter the desired items from your inventory into the shop window (for the exchange of a certain amount of one item, drag whilst holding down the [Ctrl] key!). Check that everything is correct and click on 'open' to finish the process. Your profits/sales will be displayed at the bottom of the shop window.
XXX Bazaar: The XXX Bazaar will sell your goods to other players for you, when you set your items in it. To help you with the first steps, find XXX at Port XXX Square, in XXX City, XXX Citadel and in the commercial map areas.
Buy
Open the XXX Basar and select the option 'buy'. A window will then open with all items that are currently available for sale. If you cannot find what you are looking for, try using the search function. When you find the item you require, click on 'buy' and confirm the transaction. When it is not a bundle sale, you can select the amount of items. The purchased items can then be found in your inventory.
ListingSelect the option 'List' in the menu and put the items from your inventory in the window. Select the amount, the listing period and the price and then click 'list'. Select the 'bundle sale' option to sell items as a bundle package, for example, bundling 99 healing potions. The total amount per item is not allowed to exceed 1,000,000 gold. There is also a listing and sale fee.
AdministrationIn the menu section 'administration', all of your listed items and the current state of your sales are displayed. If the sale has ended or the time period has expired, the items will be displayed in either blue or red text respectively. The storage time depends on whether you are using a XXX medal or not. Without one, you have 7 days, with one you have up to 30 days to collect your items. After this time, your items and gold will disappear. You can cancel the sale of an item by clicking the 'quit' button. The gold from sales and the items (even expired ones) will be returned to your inventory.

Comercio entre jugadores
Intercambio:Para intercambiar objetos u oro con otros jugadores, haz clic sobre el jugador y selecciona la opción “intercambio”. Cuando el otro jugador acepta la solicitud de intercambio, se abre la ventana de transferencia. Ambos jugadores deben arrastrar los objetos a la ventana e introducir la cantidad de oro que recibirá el otro jugador (para intercambiar cierta cantidad de un objeto, arrástralo mientras presionas [Ctrl]). Una vez hecho esto, haz clic en “registrado” para mostrarle tu oferta al otro jugador. Si no es el trato que habían arreglado, puedes cancelarlo. Cuando lleguen a un acuerdo y ambos hagan clic en “comerciar”, se completará el intercambio y no se podrá volver atrás.
Abrir tu propia tienda:Para vender los objetos que ya no quieres, puedes usar tu propia tienda, y así otros jugadores pueden comprarlos. Para abrir una tienda, debes ir al mapa comercial, más específicamente al mercado de XXX o al mercado de Puerto XXX. Abre el menú de habilidades ([K]) y haz doble clic en el ícono "Abrir tienda". Ponle un nombre a tu tienda y publica los objetos de tu inventario en la ventana de la tienda (para intercambiar cierta cantidad de un objeto, arrástralo mientras presiones [Ctrl]). Revisa que todo esté bien y haz clic en 'abrir' para terminar el proceso. Tus ganancias o ventas aparecerán en la parte de abajo de la ventana de la tienda.
XXX Bazar:El XXX Bazar venderá tu mercancía a otros jugadores en tu lugar cuando coloques tus objetos allí. Para recibir ayuda, busca a XXX en la plaza de Puerto XXX, en la ciudad XXX de la Ciudadela XXX y en las áreas del mapa comercial.

Selecciona la opción "Venta por paquete" para vender un paquete de objetos, como 99 pociones curativas. La cantidad total por objeto no puede superar el millón de oro. Se cobran cargos por publicación y por venta.
AdministraciónEn el menú "Administración" se muestran todos tus objetos publicados y el estado actual de tus ventas. Si ya ha finalizado la venta o el plazo ha vencido, los objetos se mostrarán en azul o rojo respectivamente. El tiempo de almacenamiento depende de si tienes una medalla XXX o no. Sin una medalla, tienes siete días para recoger tus objetos; con una medalla, hasta treinta días. Después de este tiempo, tus objetos u oro desaparecerán. Puedes cancelar la venta de un objeto presionando el botón "Retirar". El oro de las ventas y los objetos (incluso los que vencieron) volverán al inventario.
