After all, the economic model for almost every service was the connect charge:a per-minute fee for access rather than advertising or transactional revenue.
With mere connect time as the goal, one might think activity-garnering user-contributed software running on the service would be welcome, just as user-contributed content in the CB simulator or on a message board produced rev-enue if it drew other users in. Why would the proprietary services not harness the potential generativity of their offerings by making their own servers more
open to third-party coding? Some networks’ mainframes permitted an area in which subscribers could write and execute their own software, but in each case restrictions were quickly put in place to prevent other users from running that software online. The “programming areas” became relics, and the Hol-lerith model prevailed.
Perhaps the companies surmised that little value could come to them from user and third-party tinkering if there were no formal relationship between those outside programmers and the information service’s in-house developers.
Perhaps they thought it too risky: a single mainframe or set of mainframes run-ning a variety of applications could not risk being compromised by poorly coded or downright rogue applications.
Perhaps they simply could not grasp the potential to produce new works that
could be found among an important subset of their subscribers—all were in-stead thought of solely as consumers. Or they may have thought that all the important applications for online consumer services had already been in-vented—news, weather, bulletin boards, chat, e-mail, and the rudiments of shopping.

Source text - Bosnian Osnovne potrebe ciljne grupe su sljedeće: uključenost u struktuirane aktivnosti koje su usmjerene na povećanje kvalitete života OSI u suradnji sa drugim OSI i osobama koje to nisu; osnaživanje pojedinaca i grupe kroz povećanje nivoa zapošljivosti na tržištu radne snage putem neformalnog obrazovanja; prilika za učenjem i stjecanjem novih vještina kojima pojedinačno, ali i grupno mogu povećati šanse za profesionalnim angažiranjem; prilika za podizanje samopouzdanja i razmjenu iskustava kroz podršku tima, projektnog osoblja i stručnih suradnika; učenje i primjenjivanje različitih metodologija i alata za razvoj pojedinačnih/grupnih projekata i/ili poslovnih planova koji će pojedincima i grupi uvećati šanse za budućim profesionalnim angažmanima, socijalizacija, prevazilaženje arhitektonskih barijera i nedostatka prilagođenih vozila za prijevoz OSI.
Aktivnosti projekta će biti usmjerene na osnaživanje 30 mladih ljudi iz populacije OSI grada Sarajeva kroz neformalne programe edukacije, timski rad i povećanu mobilnost, što će srednjoročno i dugoročno doprinjeti njihovoj konkurentnosti na tržištu rada, a time i zapošljavanju. Paricipativnim metodama rada, korisnici će već tokom projekta dobiti prilike da primjenjuju stečena znanja i vještine, te prezentiraju javnosti svoje uspjehe, čime će im se podići nivo samopouzdanja i otvoriti nove perspektive. Zapošljavanjem dvije osobe sa invaliditetom u toku projekta, promoviraće se primjer pozitivne prakse za druge poslodavce, uključujući poslodavce iz vladinog, nevladinog i poslovnog sektora.
Dio aktivnosti će biti usmjeren i na senzibiliziranje javnosti o vrijednostima socijalne inkluzije, te diskutiranju zakonskih regulativa i olakšica za poslodavce pri zapošljavanju OSI, putem promotivnih materijala koje će dizajnirati sami korisnici projekta, te organiziranjem okruglog stola koji će okupiti predstavnike vladinog, nevladinog i poslovnog sektora. O svim aktivnostima će se redovno educirati i informirati mediji, kako bi projektno osoblje u partnerstvu sa učesnicima javnim istupima skrenulo pažnju građanstva o preprekama i isključenosti sa kojima se ova populacija svakodnevno suočava.
Translation - English Basic needs of the target group are the following: participation in structured activities that are aimed at improving the quality of life of disabled persons in collaboration with other disabled persons and those who are not; empowerment of individuals and groups through increasing levels of employability in the labor market through informal education; opportunities for learning and acquisition of new skills which individually and in groups can increase the chances for professional hiring, opportunities for self-awareness and exchange of experiences through the team support, project staff and associates; learning and applying different methodologies and tools for the development of individual / group projects and / or business plans that will enable individuals and groups to increase the chances of future professional engagements, socialization, overcoming architectural barriers and lack of adapted vehicles for the transport of disabled persons.
Project activities will focus on the empowerment of 30 young people from the disabled person’s population of Sarajevo through informal education programs, team work and increased mobility, what will on medium and long term contribute to their competitiveness in the labor market, and thus employment. With participative methods, users will, already during the project, have the opportunity to apply acquired knowledge and skills, and present their accomplishments to the public, which will raise their level of confidence and open new perspectives. By employment of two disabled persons, during the project, will be promoted good practice example for other employers, including employers from government, NGO and business sector.
Part of activities will be aimed at sensitizing the public about the values of social inclusion and discussion of legislation and exemptions for employers in hiring disabled persons, through promotional materials that will be designed by project users themselves and organizing of the roundtable that will bring together representatives from government, NGO and business sector . About all activities media will be regularly educated and informed, so the project staff with participants could with public appearances draw attention of citizens about obstacles and exclusion faced by this population daily.
