Presumably this has to do with the dispute between the Swedish PTS and the Interlooop company about the use of radio frequencies for mobile phones.
"frekvenstillstånd" is often translated as "spectrum licence", as in the refs below.

But I have also seen "frequency license".
"Dra in" I interpret as withdrawing the licence, because Interloop did not make sufficient use of the ferequencies. "Revoke" is a more legal way of saying that.
