I've taken 'kommun' as a community of people and if I am wrong, then please ignore my suggestions.

Depending on the context, "tillkomma" may mean not "adds/is added" but "to be X's due" or "to belong to X". In a city context, I'm inclined to take the above phrase as referring to a kommun that falls within the city limits.
