This is just a quick suggestion. It actually gives a few relevant Google hits.
I think the syn inspection is intended to give knowledge of the current condition of the object before respectively after the work is carried out, so that any damages caused by the work can be objectively identified (and any responsibilities for such damage be determined).
You may need to distinguish two kinds of inspections: one for syn and one for besiktning. (Besiktning could perhaps be translated "general inspection".)
