Confidential matters Somewhere, possibly in the Lerum reference, they explain that matters dealt with by the Individnämnden are always confidential, because the evidence considered is often of a confidential nature. Other committees meet in public, this one doesn't. And, other than the committee members, only the person(s) whose case is under discussion has access to the papers and the discussion.

A suggestion based on what I read as below. But I can't find anyone with a direct translation.

This tells me it likely is not population/census... Individual Issues Committee

Looking further at the references Deane provided, these committees cover a broader range of issues than just welfare, notably the issuing (or revocation) of licences for the sale of alcohol.

the Care and Support Committee

Looking further into Dean's reference and also the English pages of the Lerum website, I reckon 'the Care and Support Committee' would be the best match.
In my local council (larger than Lerum), the function is carried out by the following committees:
Children and Young People Committee
Culture and Communities Committee
Health and Adult Social Care Committee
Licensing and Regulation Committee
Example sentence:

This family matter should be referred to the Council Care and Support committee.

private arbitration committee

Hello
My second attempt after further comments by Agneta.

I still think that "individ" is the contrary of "corporate" so if "public" does not work, why not "private" as in "private person". We would not use "individual in the way it has been used in some of the suggestions in my humble opinion.
Private also confirms the idea of "not heard in public" so that kind of works too.
Maybe '"arbitration" as this means not settled in court and I'm wondering if the "invididnämden" can be viewed as "non judiciary".
