Either Department Head of head of the deparment. In many contexts the term is even capitalised.

: I think an enhetsansvarig might be less high-powered than a head of department, for which I would expect "avdelningschef" or something similar.

I concede the point. "Department Head" is better used for avdelningschef. I am still not so happy with "unit manager". I would look for a third possibility.
