obtained [a cell phone] on behalf of the accused party who is absent
sindicado is the accused party. I interpret the pesky pronoun as meaning the accused party who is present obtained a cell phone on behalf of the absent accused party (which phone was obtained from the witness).

: I agree, but I still think the sentence is funny, it looks like something is missing

gets on behalf of the absent accused / defendant/ endicted party
No. x was the No. I lent to (x); that which out of any doubt reveals a close relationship (x and / with y), and this latter is even further confirmed by remembering that the accused /defendant/indicted gets for / on behalf of the absent accused party (with charges of...) a cellular phone with number x... Hope this helps!

Discussion
After translating several more pages, the story unfolds and its fairly close to what to have provided.... It is written as it appears, there isn't anything missing....
The situation here is that because the accused got another person (el sindicado, who is not in court and maybe not even in the country) a telephone number with the corresponding connection, this indicates closeness between them.
What I find strange is that the first part appears to be spoken by someone, and then, after the phrase I mentioned above, it jumps to language that appears to be from the court. Are you sure nothing is missing?
