I can't figure out what to do with this - none of the usual translations work. Help!

El Portal de Transparencia Presupuestaria (PTP) fue implementado y desarrollado por el Grupo de Trabajo de Evaluación para el Desempeño de la Secretaría de Hacienda y Crédito Público (SHCP). Actualmente es administrado por la Unidad de Evaluación para el Desempeño que forma parte de la Subsecretaría de Egresos. El PTP centraliza en un solo espacio información de interés público sobre el ejercicio de recursos y el desempeño del gobierno **abonando a** la transparencia y la rendición de cuentas. Ofrece también, de forma ordenada y sistematizada herramientas prácticas en lenguaje ciudadano para conocer y comprender el Presupuesto de Egresos de la Federación (PEF) y monitorear el avance en las metas gubernamentales.

@ Muriel I didn't expect or intend you to reopen and grade the question, but thanks for doing so. I am confident that "contribute" is the meaning, so perhaps it is good to have this in the glossary, since it is such an unusual use of "abonar". I quite agree that there should have been a comma, and that adding "thus" (or "thereby") makes it clearer. Perhaps the idea is that by collecting the information in one place the PTP contributes to transparency and accountability by allowing one to cross-check, compare and contextualize, highlighting inconsistencies in government statements/actions, etc. Best regards, Charles.

Hi Muriel Fine; it's up to you. However, I think you've misconstrued this sentence.

"El PTP centraliza en un solo espacio información de interés público sobre el ejercicio de recursos y el desempeño del gobierno abonando a la transparencia y la rendición de cuentas."

As far as I can see, "abonando a la transparencia y la rendición" can't refer to the government's performance (the gerund isn't normally used like that); it must refer to what the PTP is doing. It collects information on the use of resources and the government's performance in one place, and by doing so it (the PTP) contributes to transparency and accountability (presumably because the information is more accessible like that).

Thanks everyone! Your answers helped me understand the text, but I decided to translate it as 'the government's performance in terms of transparency and accountability'. None of the answers was close enough to award the points.

I think this is a specifically Mexican usage of "abonar". If you look for "abonar a la transparencia" as a phrase you get quite a few results, but they all, or nearly all, seem to come from Mexico:

Given the normal mean of "abonar" in the sense of paying, you might intuitively conclude that the sense is "contribute", and I think the following example makes that clear:

"Debe CEDH abonar al cumplimiento de ODM
El Consejo Estatal de los Derechos Humanos (CEDH) tiene la obligación de contribuir al cumplimiento de los Objetivos de Desarrollo del Milenio (ODM) de la Organización de las Naciones Unidas (ONU)"
