This is a newspaper ad in Spain about littering and pollution and their effects.
Context:
-Creando el efecto invernadero, que nos conduce de manera rápida al nocivo cambio climático.
-Haciendo desaparecer playas, además de vida animal y vegetal de la costa.

I can't decide whether it is insinuating responsibility or being encouraging (en todos está la capacidad de invertir este proceso...), but i think it is probably the former.

everyone has it in them to reverse this process
I think "está" here clearly denotes "location"; something is "located" somewhere; and it seems to be that the ability to reverse the process is "located" in everyone.
