This is a column in a table. I orignially thought 'juguetes' could be Gaming/Gambling but then wouldn't it be included with Loterías y Apuestas?? I looked up gambling/gaming and it seems to be called 'juegos' and not 'juguetes'. Can anybody enlighten me?

There is no CONTEXT to show anything different; therefore "juguetes" must be toys. Don't ask why, ask why not?
Note from asker:
I think it's always best to ask Why? actually. Or maybe it's just my inquisitive nature :) |

Comment: "Cheers Henry! after a bit more scouting around it looks like this refers to toymaking but in the end I just put toys."

I still think the best answer with the info given in "toys," but if it is indeed talking about industries, it follows that it would change to "toymaking." Suerte!
