We can only in some cases post suggestions with the hope that it leads to the right /correct answer /solution. IMO, I stay away from commenting on whether an anwer is incorrect (the asker makes that decision) as this may be perceived as "undue influence"

rateable value/rates office data base

The rateable value was the notional value assigned to a property for the calculation of the rates (local government property tax) - similar to the IBI currently in force in Spain - before their abolition.

The note from Taña doesn't really help because the answer chosen was a poor and incorrect one.

Cadastral value and cadastral data base are also fine but you run the risk of the reader not knowing what it is as it is not a very common expression in everyday usage. If your translation is for the UK then it will be many times better to refer to the rates because then the meaning is clear.

If somebody asks a question here then it is presumably because they don't know - so if somebody else posts a misleading or incorrect answer then I think it is vital that that is corrected otherwise the asker may be mislead...

assessed value/assessment roll

In the US , every county there is an Office of County Assessor, whose job is to evaluate each property on the assessors rolls. This would correspond to the Fiscal Cadastral.
