la promitente COMPRADORA se obliga a gestionar ante las empresas prestadoras, tomando ésta última a su cargo todos los gastos que tales gestiones requieran; bastando en tal supuesto que pudiere utilizarse la ** luz de obra y el agua de construcción ***y estuviere habilitada la conexión de gas al edificio.

A living creature... Many people, at least in Spain, would use nowadays the same kind of expression:

"se ha ido la luz"

what a curious fossil I remember how I was irked when my grandmothers used "luz" referring to electricity:

"han cortado la luz"

That was in Russia, some 40 years ago. I don't think anyone uses this expression now.

Construction site temporary power and water (connections)

It looks like a clause in a contract about authorizing a buyer to use the power and water connections belonging to the construction site. These connections are temporary and serve the construction site but sometimes, during the handover phase of a project, access to services is given to promissory buyers through them.
