This is about an Argentine artist. I am not sure whether it refers to paper fiber or to markers.

Fibra in this case does mean marker... Magariños apparently uses markers on paper for a lot of his work: http://www.arcadja.com/auctions/es/magariños_victor/artista/...

The artist is Victor Magariños.
I may be wrong, but I don't think fibra means marker. Have you tried looking at some of his works to see what exactly this means?

fibre-tip pens

Another suggestion based on the discussion below. For me, marker has connotations of thick lines, whereas fibre-tip pens were the ones I used as a child for colouring in, perhaps in a way that was not too dissimilar to the images referenced in the discussion.
