Negociava-se ativamente, em cada “quebrada”

Portuguese to English Other Social Science, Sociology, Ethics, etc.
Hi everyone, I'm translating an article entitled 'Displacements and Social Conflicts' on violence in Brazil. I'm having trouble with this phrase, any help appreciated! Thanks!

They would actively negotiate for every piece of turf

"They would actively negotiate for every piece of turf, where members of the faction ('irmãos') would..."

spot

Sugiro spot.
Example sentence:

Don't you ever pop in my spot again.

slum/ghetto/shanty town hidden from police

(Short for "neighborhood")

It made sure to enlist local "brothers" in each neighborhood

Even though the source word is slang, the English equivalents are too strong for this context and sound out of place. For the context, it sounds more natural to use ordinary language than to try to force an equivalent.

Negotiations took place actively in every corner

"Quebrada" does not refer to an area of town or a specific place, it means any place, any insignificant alley, any corner of the town.
