Personally I would go with "initial forecast".
"Beginning of period forecast" is fine as well, and I suppose the meaning is a more exact translation, but I don't think it's a phrase that a native English speaker would ordinarily use. "Initial forecast" is more natural-sounding English, I think. (38,700 hits for "initial forecast" in Google vs 9 for "beginning of period forecast").
