a) The people who run the buildung for those who are going to use it (a kind of facility management) This would be "Smiley"'s answer
or
b) a building in which the occupants provide services for others, this would be Jenny's answer

disagree Nicola Wood : I think this is something entirely different from what is meant in the German. In my understanding this imeans properties which are cleaned etc rather than properties for providing services such as the clinic facilities mentioned above
