Have no idea. In sport it would be relegation to a lower league. Could this be meant figuratively here? (Germans being big football fans!). Also thought of "Verwesung" incorrectly spelled.

: "Verweisung" does look odd here. I'd translate "Leerstand, Verweisung und Verfall" as "vacancies [vacant properties], downgrading and dereliction", or "vacancies, abandonment and dereliction" if it's indeed "VerwAisung".
