Der Versicherungsschutz beginnt bereits vor Ablauf der Widerrufsfrist nach §§ 8 Abs. 1, 152 Abs. 1 VVG, soweit keine abweichende Vereinbarung mit dem Versicherungsnehmer getroffen wurde. Der materielle Versicherungsbeginn ist im Versicherungsschein aufgeführt.

I would have thought this is what is meant - as confirmed by writeaway's refs. There may be a more succinct way of saying it, but this would be the layman's term.

the timepoint at which the insurance is activated

Materieller Beginn
Der Zeitpunkt zu dem der Versicherungsschutz beginnt und das Versicherungsunternehmen zur Leistung verpflichtet ist, ist der materielle Versicherungsbeginn.

Maybe there is an established phrase for this, but I could not find it.

I don't think it is necessary to translate "materieller" in this case as it does not add any valud to it.

Another term I've also come across is <risk commencement date.

A Scottish ref. for the prefix relevant which is arguably redundant in Anglo-Am./Can. terms.

Writeaway's refs acknowledged, whilst the insurance *inception or attachment* date seen from the insurer's angle is the German emphasis.
Example sentence:
