French to English Social Sciences Social Science, Sociology, Ethics, etc.
civil servants vs. public employees??

or are they just synonyms? My problem is that they are used in the same sentence....

"fonctionnaires" are "employés publics" but not all "employés publics" are "fonctionnaires". right?

BTW, this is for Haiti.
