You are right, but the word doesn't want to say "pause" or "break", the words I found in my Robert in Collins. But I should have looked it up in the glossary, my apologies.

This is being used metaphorically. The Web pages I looked at for "point d'orgue du point" mention a special event (a conference, training program, forum, program, etc.), that is, the focal or high point of the particular project. Literally, a "point d'orgue" is a moment in a musical performance where a note or a pause is sustained.

agree Monica Sandor : yes - I would have translated it more as "sets the tone" as it is more of a constant undercurrent (the held note) than one great high point.
