On several automotive websites I've seen 'bandeau' used to indicate a variety of horizontal structures, including a tinted area in the windshield, the dashboard, the headlight-directional light array, and the lower panel of the fender.

My guess is "bandeau" is the top of the body panels just below the windows.

So, the ledge - more or less wide, depending on the size/luxuriousness of the car - at the bottom of the door windows.
