The words look like "architect's tender documents" or "architect's bill of quantities", but that would be before a project is built, so I fail do see what this document can be in relation to outstanding work, unless it simply IS the "tender documents/BOQ" listing work to be done, which is now being compared to the work actually completed.
Can we have the words around it please?

OK. It IS the tender documents, or the Architect's specification (depending on how the contract was organized: tenant's architect, builder/owner's architect??).
Your text says that the future tenant visited the site "alors que l'immeuble n'etait pas encore acheve", i.e. during construction. Quite obviously a certain amount of the work (as defined in the - whoever's - specifications: "tels que decrits dans le bordereau de soumission de l'architecte") was still in progress.
