Memory impairment is a process associated with alterations in neuronal plasticity, synapses formation, and stabilization.

If the neuropsychologist thinks the patient is prone to memory impairment, the patient must suffer from memory impairment. I can't see what difference it makes in this context. Besides, prone is an adjective and häiriöalttius is a noun.

prone to be confused

'häiriö' can mean any kind of malfunction or disturbance. In this case, it could be translated "prone to misremember", not quite the same as 'muistin heikkous' or "forgetfulness"

muistin heikkous = forgetfulness
muistin häiriöalttius = (a person is) prone to memory blocks (and other kinds of memory failures)
