The requirements of the Disability Discrimination Act (DDA) have been introduced gradually since 1996. Part III of the DDA covering Disabled Access - officially called 'Rights of Access - Goods, Facilities, Services and Premises' covers those providing goods, facilities or services to the public and those selling, letting or managing premises.
The Act makes it unlawful for service providers, landlords and other persons to discriminate against disabled people in certain circumstances.

"Handicapped" may be considered objectionable when used in phrases like "handicapped people/person/etc.". However, it's a widely used official qualifier with "access".

Whoever thinks "handicapped access" is objectionable, may want to write angly letters to the thousands of corporations, libraries, government agencies, movie theaters, hospitals and all kinds of other organizations, blatantly using the expression in their published materials, posted signs, etc.
Let's start small and call these three violators (Boston College, Henessy Library, the Metropolitan Museum of Art):

: "handicapped" is a complete no-no; "people with disabilities" yes - but this could mean more than just physical access - it could include widening participation, etc. Hard to tell//and that makes it acceptable, does it?!

"Hand. access" is the standard term in the US//It doesn't and doesn't need to. The term IS acceptable. It's "h. access", not "h. people". I assure you that editors here a very serious about PC. Nothing "objectionable" would "sneak in" such numbers.

: in the UK now certainly "handicapped" is considered unacceptable and offensive // I have worked in disability services, and while a few institutions have not changed, most disabled people in the UK dislike the term handicapped

That may well be the case in the UK. I know that it's widely used in the US.//Ppl in the US would dislike to be called "handicapped". That's why it's not "access for handicapped ppl" but "handicapped access".
