I think "rastra" is the equipment, whereas "rastreo" is the action or procedure of dragging the bottom of a body of water.

I'm not complicating anything, you're confusing things - "rastreo" is the action "rasta" is the tool. Very straightforward to understand.

9 references in the document www.iho.int I sent above. You don't think I'm making this up do you? The term employed for this is rastra, not rastreo.
