Gebäudeklassen gibts auch in Deutschland; die sind nur etwas anders aufgeteilt.

I also wonder is this really about the occupants being notified/alarmed by the fire alarm system or about the fire brigade being notified about the number/presence of occupants? If it is the former, then what's the difference between the fire alarm system and the occupant notification, given that the fire alarm system wouls also alarm the occupants in case of fire.

It works if you insert «die» and replace «für die» with «der»:
"Eine Brandmeldeanlage und die Alarmierung der Gebäudenutzer erfolgt gemäß ..." or "Eine Brandmeldeanlage und die Alarmierung der Gebäudenutzer ist gemäß ... vorzusehen."

Alarmierung für die Gebäudenutzer sounds good on its own, but I'm not sure about it in context, especially as we're dealing with a noun and a verb e.g.:
"Eine Brandmeldeanlage und Alarmierung für die Gebäudenutzer erfolgt gemäß ..." or "Eine Brandmeldeanlage und Alarmierung für die Gebäudenutzer ist gemäß ... vorzusehen."

Ich denke, dass hier ein System zur Benachrichtigung bzw. Warnung der im Gebäude befindlichen Personen gemeint ist.
