“programme de commémoration” sounds good. In my view, « Order of Service” refers to the programme of a ceremony that is not necessarily commemorative by nature. However, the ANZAC Day context clearly indicates a commemoration, so there you are.
The need to address “ceremonies" and "commemorative services” in your title adds relevance to your choice too.

This is a booklet about Anzac Day Ceremonies and commemorative services, which contains also photographs of the Western Front and harsh realities of war.
May be "programme de commémoration" could be ok?

More context? I personally don't see anything in the source to make me absolutely sure about what this is saying. Is this Order of Service referred to elsewhere in your text? Are all of the photos of the Western Front or are some of this OofS?

Je ne peux que proposer cettte suggestion:
Dans le contexte de la première guerre mondiale, c'est plutôt le déroulement d'un service funèbre. Mais dans ce paragraphe, il pourrait s'agir de la version imprimée du programme commmémoratif, qui contiendrait ces photographies de soldats tombés sur le front de l'Ouest.

programme ou livret de l'office religieux

Il est clair que "order of service" se réfère à un office religieux, possiblement protestant anglican ou autre selon toutes les variantes du culte protestant.
"Programme de cérémonie" ce peut-être aussi et surtout laïque, je préfèrerais "de célébration"
