Well, I'm only guessing, but if this is included in a list of heating / cooking equipment, I reckon it's a good bet that it's one of those electric hot-water bath things used for sterilizing bottled and canned products; we usually use a wash-copper and a gas ring, but I have seen fancy electric ones too!

Though thinking about it, this might also be some kind of thermostatically-controlled jam pan (we include jams as 'preserves' in EN, even though FR differentiates between those and other 'conserves'
