I would say that it is actually a combination of fear and hatred that often results in prejudice or discrimination, whether on a personal or systemic level. Wikipedia, for example, defines Islamophobia as: "the prejudice against, hatred or bigotry toward, or fear of the religion of Islam or Muslims," while Merriam-Webster defines homophobia as: "irrational fear of, aversion to, or discrimination against homosexuality or homosexuals." Phobia on its own is defined as:
"an extremely strong dislike or fear of someone or something."
