As in :
"Moet de lijn niet doorgetrokken worden van oude regeling naar nieuwe regeling?"

Does this mean something like: "Should we not follow the same course in the new arrangement as we did in the old" ?

Staright forward Dutch for once but I can't get my head round it. Must be time to stop for tonight !

I think I would say something like 'the same rules and consequences apply', but depending on the context your own suggestion is probably better.

A more or less literal translation would be: "Should not the course/line of the old arrangement be extended to the new arrangement?".

Your own translation is quite OK in my opinion, and runs more naturally!
