Can anyone please help me with this phrase please?
This is the context : Sin embargo, hace ya unos años, este tipo de disposición final se enfrenta a numerosos retos legislativos y técnicos: contención al máximo de la contaminación, biogás, lixiviados, cambio climático, rechazo social, obligación de disminución de la materia orgánica vertida, aplicación de nuevas tecnologías, integración en nuevos modelos de gestión integral de las basuras, valorización máxima de los materiales.
Estos retos han traído consigo nuevos conceptos de vertedero, que van desde el vertedero bio-reactor hasta el vertedero de rechazos de alta estabilidad.

I do not understand how there can be a reference to "rechazos" and "alta estabilidad."

I think it referss to biological stability.

NB: I also use the term "waste"in translations about recycling etc. However, I don't shrink from using synonyms either. baby and bathwater, folks....
Example sentence:

high biological stability means a more sustainable landfill

Biological stability indicates the extent to which biodegradable organic matter has decomposed

Thank you neilmac, I am waiting for more detailed information from my client, when they send it to me, I will give more details. Not many people "meet criteria" for such a subject, that is the problem and there is not a lot published in English regarding this matter. Thank you for your time spent on this.
I use waste in my translations, as there is solid waste, urban waste, organic waste, etc.
Yes I also use organic matter, but I can't get into landfill, don't know why. Sounds strange to me in UK language for an area where rubbish is accumulated.
Spain doesn't tend to have landfills, they just dump waste right now, maybe in the future they will change the system....

landfill of highly stable waste

"Stable" here describes waste that does not undergo any significant physical, chemical or biological transformations and is unlikely to adversely affect other matter with which it comes into contact. Examples of such waste are bricks, concrete, and subsoil.
Stable waste can be non-hazardous (e.g., bricks) or hazardous (e.g., hypodermic syringes/needles)
