Survey: which countries ask for certificates of fiscal residence?

We can add Morocco to the list of countries withholding tax. They withhold 10 % of the gross amount. In principle, they shouldn't do that if a double tax agreement says something else, but according to what I've found by googling, this Moroccan withholding tax is causing a lot of trouble.
