Source text - Spanish Continúan las Agresiones Contra el Pueblo Wayúu
La Autoridad Nacional de Gobierno Indígena –Onic- pone de manifiesto ante la opinión pública y ante los organismos del Estado, a la comunidad nacional e internacional, a las organizaciones de Derechos Humanos, la grave situación por la que atraviesan las comunidades indígenas de la Alta y Media Guajira
Hechos:
Siendo las 09:45 del día 2 de agosto de 2010 llegaron a la IPS Eiyajule wanuluu ubicada en la carrera 7 con calle 17 A ubicada en el municipio de Riohacha_ Guajira, donde trabaja el señor Eduardo Brujés Cotes, allí incursionó un frente paramilitar, quienes llegaron en busca del señor Eduardo Brujés. Este grupo llegó a la IPS y al no encontrar a Eduardo, acto seguido procedieron a interrogar a la secretaria, indagando sobre la dirección y paradero del mencionado líder indígena. Al no encontrar información, la funcionaria quien también es indígena Wayúu, fue maltratada verbalmente por estos actores armados.
El día miércoles 28 de julio después de la muerte del indígena Luis Alfredo Socarrás Pimienta, de 35 años, llegaron unos panfletos en los cuales se anunciaba una lista con las próximas víctimas con las cuales arrasarían sus vidas, en la cual figuran alrededor de 12 personas y líderes del pueblo Wayúu. Eduardo Brujés se encuentra en la lista del panfleto. El mencionado señor Socarrás fue asesinado el día martes 27 de julio de 2010 por grupos paramilitares que operan en esta zona de la Alta y Media Guajira del Municipio de Manaure. Los móviles de este asesinato radican en las denuncias formuladas por Luis Alfredo Socarrás sobre los malos manejos administrativos de la salud en ese departamento
Según la fuente en el departamento de la Guajira en lo que va corrido del año 2010 han sido asesinados 10 indígenas en distintos municipios de esa zona
EXIGENCIAS
A la fuerza pública que actúe estrictamente en el marco del respeto y protección de los derechos humanos y los derechos de los pueblos, tal como lo impone y lo manda el ordenamiento jurídico colombiano.
Exigimos acompañamiento de una comisión departamental integrada por La Defensoría del Pueblo, Contraloría General de la Nación, Acción Social, Personería Municipal, Gobernador del departamento, delegado del ministerio del Interior, Organización nacional Indígena de Colombia -ONIC- y el Delegado Defensor para Pueblos Indígenas.
Al Sistema de Alertas tempranas de la Defensoría del Pueblo para que tomen las medidas necesarias que garanticen la protección de los derechos humanos del pueblo wayúu y tomen las acciones y medidas correspondientes
A la Procuraduría General de la Nación que inicie las investigaciones y medidas correspondientes, active los mecanismos de prevención, atención y protección y haga presencia física en estas comunidades para verificar la situación, acompañarlas y orientarlas en la defensa y protección de la vida y de los derechos colectivos. De manera particular exigir al Ministerio del Interior y de Justicia que agilice las medidas de construcción e implementación del Plan de salvaguarda y programas de garantías para los pueblos indígenas de la Guajira, ordenados recientemente por la Corte Constitucional.
Al Comité Departamental de Atención Integral a la Población Desplazada por la Violencia, que verifique la situación de estas comunidades, coordine y haga efectiva todo lo dispuesto para zonas o comunidades en riesgo de desplazamiento y ordene aplicar los mecanismos de protección a la vida de nuestros líderes y dirigentes amenazados por los actores armados que sin nuestro consentimiento y en contra de nuestra voluntad operan en la zona.

Translation - English Continuing Aggressions Against the Wayúu People
The National Authority for Indigenous Government (ONIC) puts forth a manifesto before the public opinion, state bodies, the national and international community and human rights organizations about the grave situation facing indigenous communities of the High and Middle Guajira Department of Colombia.
Facts:
At 9:45 AM on August 2, 2010, a group of paramilitaries arrived at the IPS Eiyajule Wanuluu, located at Carrera 7 and Calle 17 A in the Riohacha Guajira Municipality, looking for Mr. Eduardo Brujés Cotes at his place of employment. This group arrived at the IPS and when they didn’t find Eduardo, they proceeded to interrogate the secretary, trying to find out information about the address and whereabouts of the indigenous leader. When she did not give them any information, the secretary, who is also a Wayúu, was verbally abused by the armed men.
On Wednesday, July 28, after the death of a 35-year-old indigenous man, Luis Alfredo Socarrás Pimienta, pamphlets appeared containing a list of the next victims whose lives would be destroyed, including around a dozen people and leaders of the Wayúu people. Eduardo Brujés’ name is on that list. Mr. Socarrás was assassinated on Tuesday, July 27, 2010, by paramilitary groups operating in the zone of the High and Middle Guajira Department of the Manaure Municipality. The motives of this assassination lie in complaints made by Luis Alfredo Socarrás about the poor administrative management of health in that department.
According to the source in the Guajira Department, so far in 2010 there have been 10 assassinations of indigenous people in different municipalities of that zone.
DEMANDS:
We demand that law enforcement act with respect towards indigenous peoples and for the protection of their human rights, according to the mandates of the Colombian judicial system.
We demand a departmental commission made up of the Office of the Ombudsman, the National Comptroller’s Office, Social Action, the Municipal Attorney’s Office, the Governor of the Department, a representative of the Ministry of the Interior, the National Indigenous Organization of Colombia (ONIC) and the Deputy Ombudsman for Indigenous Peoples.
We demand that the Early Warning System of the Office of the Ombudsman take the necessary measures to guarantee the protection of the human rights of the Wayúu people, as well as corresponding actions and measures.
We demand that the National Attorney General’s Office begin investigations and corresponding measures, initiate prevention, attention and protection mechanisms and have a physical presence in these communities to monitor the situation, as well as accompany and advise them in the defense and protection of their lives and collective rights. In particular, we demand that the Ministry of the Interior and Ministry of Justice speed up the construction and implementation of the Safeguard Plan and programs of guarantees for indigenous peoples of Guajira, which were recently ordered by the Constitutional Court.
We demand that the Departmental Committee of Comprehensive Assistance to People Displaced by Violence monitor the situation of these communities, coordinate and make effective everything prepared for zones or communities at risk of displacement and apply protective measures for the lives of our leaders and directors threatened by armed groups that, without our consent and against our will, operate in the zone.

Source text - Spanish CIRCUITO CUENTAS A PAGAR
Hay 3 modalidades de compras en la empresa:
1- Compras generales
El proceso se inicia con la recepción de Cuentas a pagar de las Facturas, con sus correspondientes Requerimientos y Órdenes de compra asociados, de parte del área de Compras.
Al recibir dicha documentación, se controla que la información de la factura sea consistente con la de los otros dos documentos, principalmente lo referido a concepto y monto. Asimismo, se controla que dichos documentos se encuentren debidamente aprobados según escala que se detalla a continuación, aclarando que en todos los casos la firma es acumulativa con los niveles de autorización precedentes:
1. En todos los casos la orden de compra deberá estar firmada por el gerente del área solicitante;
2. Importes hasta USD 3.500.-: gerente de administración;
3. Importes hasta USD 10.000.-: country manager;
4. Importes hasta USD 20.000.-: CFO;
5. Importes superiores a USD 20.000: CEO.
Otro control que se realiza es que se hayan recibido los bienes o servicios contratados. El área compras o la persona del área solicitante son las encargadas de recibir los productos y de controlar que coincida con lo detallado en el remito, el cual firman y pasan al sector de cuentas a pagar. En los casos en que el proveedor no emitiera remito, el área de compras o la persona del área solicitante que recibe los productos envía la confirmación del control de la recepción de los productos vía mail.
En caso de detectarse algún error, se le informa al área de compras y se investiga su causa para darle una solución. Cabe mencionar que hay un margen de error permitido del 10% en cuanto al monto de la transacción.
Superados los controles anteriormente mencionados, la factura (nota de débito o nota de crédito) es ingresada al sistema Calipso (entre otra información se ingresa el número de comprobante, fecha, concepto, cuenta contable, centro de costo) y automáticamente se genera su registro contable sin necesidad de autorización ni transporte adicional al módulo de contabilidad.
Cuentas a pagar se encarga además de escanear toda la documentación para mantener un archivo digital de la información. Los papeles físicos, por su parte, pasan al área de Finanzas que es la encargada de realizar los pagos (allí es donde se genera y adjunta al legajo la Orden de pago).
2- Compras directas
Otro tipo de compras que se llevan a cabo en la empresa a partir de noviembre 2013, son las denominadas Compras directas, que son aquellas que por no superar los USD 300.- no pasan por el área de compras, sino que son realizadas directamente desde los sectores que requieren el bien o servicio y requieren únicamente la autorización del primer nivel (gerente del área solicitante). Básicamente siguen el mismo proceso que Compras Generales. La única observación es que la orden de compra contiene una leyenda que indica que el área de compras no intervino en la contratación ni necesitó la aprobación de control presupuestario.
Cabe mencionar que el límite de 300.- USD es una modificación reciente, ya que anteriormente no había un límite preestablecido.
3- Compras recurrentes
Respecto de los servicios recurrentes, generalmente mensuales, los mismos se mantienen en un Registro de contrataciones, ya que, atendiendo a su naturaleza, no es práctico que sigan el curso de todas las demás compras. Para estos casos, se generan Requerimientos anuales para los cuales se necesitan diferentes aprobaciones según importe (la escala es la misma que la detallada en 1- Compras Generales). El registro es elaborado por Control presupuestario y es actualizado mensualmente, notificando las variaciones que se presenten y dejando un registro físico a principio de mes con los requerimientos del mismo. Lo que se analiza al recibir la factura es que los montos se encuentren dentro del requerimiento debidamente autorizado, siempre contemplando que puede haber diferencias razonables.
Aspectos Adicionales
Finalmente, se aclara que cuentas a pagar se encarga de la registración de facturas correspondientes a gastos, tanto de ACA como ACI (ambas llegan a nombre de ACA). Los procedimientos para el área son los mismos; la diferencia radica en que cada uno tiene diferentes autorizantes, números de requerimientos, de órdenes de compra y en que los gastos de ACI se contabilizan en cuentas contables de crédito.
Translation - English ACCOUNTS PAYABLE CYCLE
There are three categories of purchases in the company:
1- General purchases
The process is initiated when the Invoices are received from Accounts Payable, with their corresponding Requests and Purchase Orders, on the part of the Purchases Department.
Upon receipt of said documents, it is checked that the information on the invoice is consistent with that of the other two documents, mainly referring to concept and amount. Additionally, it is checked that said documents are duly approved according to the scale detailed below, clarifying that in all cases the signature is cumulative with the preceding levels of authorization:
1. In all cases the purchase order must be signed by the manager of the requesting department;
2. Amounts up to USD 3,500: Administrative Manager;
3. Amounts up to USD 10,000: Country Manager;
4. Amounts up to USD 20,000: CFO;
5. Amounts greater than USD 20,000: CEO.
Another control performed is to check that all the contracted goods and services have been received. The Purchases Department or the person from the requesting department is responsible for receiving the products and ensuring that they coincide with what is detailed in the packing slip, which they sign and pass to the Accounts Payable Department. In cases where the supplier does not issue a packing slip, the Purchases Department or the person from the requesting department that receives the products sends confirmation of the control of the receipt of products by mail.
In case an error is detected, the Purchases Department is notified and its cause investigated in order to provide a solution. It is worth mentioning that a margin of error of 10% is permitted as regards the transaction amount.
After passing the abovementioned controls, the invoice (debit note or credit note) is entered in the Calipso system (along with other information, the receipt number, date, concept, cash account and cost center are entered) and its accounting record is automatically generated without the need for authorization or additional transport to the accounting module.
Accounts payable is also in charge of scanning all the documents in order to maintain a digital archive of the information. The physical papers, for their part, are passed to the Finance Department, which is charged with making the payments (that is where the Payment Order is generated and attached to the file).
2- Direct purchases
Other types of purchases carried out by the company as of November 2013 are called direct purchases, which are purchases that do not exceed 300 USD and do not pass through the Purchases Department, but rather are made directly from the sectors that request the good or service and only require the authorization at the first level (manager of the requesting department). The only observation is that the purchase order contains a legend that indicates that the Purchases Department did not intervene in the contracting nor needed the approval of budgetary control.
It is worth mentioning that the limit of 300 USD is a recent modification, since previously there was no pre-established limit.
3- Recurrent purchases
Recurrent services, generally monthly, are maintained in a Registry of Contracts, since, due to their nature, it is not practical for them to follow the same course as all the other types of purchases. For these cases, Annual Requests are generated for those that need different approvals according to amount (the scale is the same as the one laid out in 1- General purchases). The registry is prepared by Budgetary Control and updated monthly, notifying of variations that are presented and leaving a physical record at the beginning of the month with the requests of the same. Upon receiving the invoice, the amounts found within the duly authorized request are analyzed, always keeping in mind that there may be reasonable differences.
Additional Aspects
Finally, it is clarified that accounts payable is responsible for recording invoices corresponding to costs, both for ACA and ACI (both arrive in the name of ACA). The procedures for the department are the same; the difference lies in that each one has different authorizers, numbers of requests and purchase orders, and that ACI’s costs are accounted in credit ledger accounts.
