SOME HISTORICAL REFLECTIONS
Since the founding of the Common Agricultural Policy (CAP) in 1959 one of the objectives was to increase productivity and the volume of agricultural produce in order to ensure food security in Europe. The instrument used to achieve this objective was the price policy for cereals, beef and dairy coupled with intervention prices and intervention guarantees for farmers. Producers received at least an administered minimum price for their products independent of the prevailing market situation.
Internal prices paid to farmers were generally set at a level well above the corresponding world price level. Consequently, this price had to be defended by border measures against competitive imports from the world market. The system of variable levies was imposed which ensured the respect of the so called community preference and which effectively prevented imports to take place. This system was the standard mechanisms for cereals, beef, dairy and sugar. At that time and for all these products, the Union was a net importer and enjoyed a certain recognition from trading partners of its need to stimulate internal production against the experiences of food shortages in Europe in the post world war II period. Agricultural products imported form the world market paid and still pay a duty which is a source of funding for the EU Budget under the own resources.

Sin dalla fondazione della Politica Agricola Comunitaria (PAC) nel 1959, uno degli obiettivi è stato l'incremento della produttività e del volume della produzione agricola per garantire la sicurezza alimentare in Europa. Lo strumento utilizzato per raggiungere questo obiettivo è stata la politica dei prezzi per i cereali, la carne ed i prodotti caseari insieme a prezzi di intervento e garanzia di intervento per gli agricoltori. I produttori ricevevano almeno un prezzo minimo garantito per i loro prodotti, indipendentemente dalla situazione dominante del del mercato.
I prezzi interni pagati agli agricoltori erano di norma fissati ad un livello decisamente più alto del corrispondente prezzo mondiale. Di conseguenza, questo prezzo doveva essere difeso con misure di protezione delle frontiere contro importazioni dal mercato mondiale a prezzi competitivi . Fu imposto il sistema di imposte variabili per garantire il rispetto della cosiddetta preferenza comunitaria, che di fatto preveniva le importazioni. Questo sistema era il meccanismo standard per cereali, carni, prodotti caseari e zucchero. A quel tempo e per tutti questi prodotti, la Comunità era un importatore netto e godeva di un certo riconoscimento dai partner commerciali per il suo bisogno di stimolare la produzione interna per combattere l'esperienza di carenza di cibo in Europa nel periodo della Seconda Guerra Mondiale. I prodotti agricoli importati dal mercato mondiale pagavano e tuttora pagano una tassa che è una fonte di finanziamento per il budget UE alla voce risorse proprie.
