Elysée, jeudi 10 mars. Les trois émissaires de l'opposition libyenne que Nicolas Sarkozy reçoit depuis une heure s'apprêtent à prendre congé. Ils sont aux anges. Le chef de l'Etat a dit oui à presque toutes leurs requêtes. « Bien entendu, dit Mahmoud Djibril, leur porte-parole, nous vous laissons le soin d'annoncer toutes ces mesures, sans doute après que vous les aurez présentées à vos collègues européens demain. » « Mais non, répond le président français. Faites-le vous-même tout de suite. Je vous y autorise. Je vous y encourage même. » Les trois hommes n'en reviennent pas. Qu'a-t-il en tête ?
Quelques minutes plus tard, voilà donc les trois Libyens qui, sur le perron de l'Elysée, parlent au nom de la France. Ils annoncent que – première mondiale – Paris a décidé de reconnaître le Conseil national de Transition en Libye ! Un peu plus tard, c'est au tour de Bernard-Henri Lévy de se faire le porte-parole de la diplomatie française. Le médiatique intellectuel a participé à la rencontre en tant que « gentil organisateur », comme dit un diplomate furieux. Toujours avec l'assentiment du président de la République, BHL présente les autres décisions majeures de Nicolas Sarkozy : il assure que le président souhaite que l'on engage une action militaire contre la Libye sous la forme de frappes ciblées visant à prévenir des bombardements aériens contre les populations civiles.
Pourquoi Sarkozy fait-il parler des non-officiels ? Pour prendre tout le monde de court, pour forcer la décision, en Europe comme en France. Car, « dans cette affaire, il est seul », constate Bernard-Henri Lévy.
Bien seul, en effet.
A part le Britannique David Cameron, personne en Europe ne le soutient. Le Premier ministre néerlandais assure que son geste est « fou ». La chancelière allemande Angela Merkel se dit « très sceptique ». En France, on n'est guère plus tendre. Au ministère de la Défense, on ne cache pas off the record que l'on est « très réticent ». Quant au nouveau ministre des Affaires étrangères, Alain Juppé, il est gêné aux entournures. Il confie au «Nouvel Observateur» que, certes, il était « au courant » de la décision du chef de l'Etat et qu'il y était « favorable », mais qu'il « aurait préféré que celle-ci soit d'abord annoncée à nos homologues européens ». Et on comprend qu'en réalité il aurait préféré qu'elle ne soit pas prise du tout – et en tout cas sans BHL, qu'il n'aime pas.
Mais, pour Nicolas Sarkozy, l'occasion était trop belle. La crise libyenne tombe à pic. Quand, jeudi 3 mars, Bernard-Henri Lévy l'appelle de Benghazi pour lui proposer de rencontrer des opposants libyens, il est dans la nasse. Depuis l'affaire Alliot-Marie, cela fait des semaines que la diplomatie française est la risée de l'Europe et du monde arabe. Les critiques viennent même de l'intérieur de l'Etat. Dans des tribunes de presse, des groupes de diplomates en activité ou non critiquent l'action internationale de la France. Du jamais-vu. Déjà en précampagne, Nicolas Sarkozy flaire le danger. Très attachés au rayonnement de la France, les Français n'aiment pas qu'on se moque de leur diplomatie. Le président vient tout juste de changer de ministre des Affaires étrangères. Il a nommé une personnalité très respectée. Mais, il le sait, il lui faut autre chose pour rebondir, pour revenir au centre du jeu. Un gros coup.
C'est dans la crise qu'il est à son meilleur. Il a l'art de mener des Blitzkriege diplo¬matiques. On l'a vu face à la Russie, en août 2008. La Libye pourrait bien être sa nouvelle Géorgie, le point d'orgue de son G8. Il n'a pas que des raisons politiciennes. Pour Paris, la Libye est un pays important. La France en importe 6% de son brut et Total y exploite un important gisement de pétrole. La Libye est frontalière de quatre pays francophones stratégiques, dont on redoute la déstabilisation : la Tunisie, l'Algérie, le Tchad et le Niger (où Areva puise l'essentiel de l'uranium des centrales françaises). Les stratèges français craignent aussi que, si elle s'installe dans la guerre civile, la Libye ne devienne une Somalie aux portes de l'Europe, donc un territoire propice à l'influence d'Al-Qaida. Ils redoutent aussi une immigration clandestine accrue. Il est donc urgent de s'en mêler.
Translation - English The Elysée Palace, Paris, Thursday 10 March. After spending an hour with Nicolas Sarkozy, the three Libyan opposition representatives are preparing to take their leave. They are on cloud nine – the French president has agreed to all their requests. “Of course,” says their spokesman Mahmoud Djibril, “we will leave you to announce these measures, no doubt after you have spoken to your European colleagues tomorrow.” “No, no,” replies Sarkozy, “make the announcement yourselves, now. I give you permission to do so – in fact I encourage you.” The three men are stunned – what is he thinking?
Some minutes later, the three Libyans appear on the steps of the Elysée Palace. Speaking on behalf of the French nation, they announce that France has become the first country to recognise the Libyan Transitional National Council. A little later, it is the turn of French celebrity philosopher and journalist Bernard-Henri Lévy to take on the role of spokesman for French diplomacy. He had attended the earlier meeting, as one furious diplomat put it, in the role of ‘camp counselor’. With the full consent of the president, Lévy presented Sarkozy’s other major decisions, saying that the president wished to undertake military action against Libya, in the form of targeted strikes intended to prevent aerial bombardment of the civilian population.
Why did Sarkozy choose not to announce his decision through the usual channels? Perhaps in order to take the rest of the world by surprise, to force the hand of Europe as well as of France, perhaps because, in the words of Bernard-Henri Lévy, “in this matter, he is on his own”.
With the sole exception of British prime minister David Cameron, Europe refused to support him. The Dutch prime minister declared his actions “crazy”, and German chancellor Angela Merkel professed herself to be “very sceptical”. The French response was not much more sympathetic; the Ministry of Defence did not attempt to hide the fact that it was “very reluctant”. Alain Juppé, the newly appointed minister of foreign affairs, found himself in an awkward position. He told the French magazine Le Nouvel Observateur that he was of course “aware of” the president’s decision, but “would have preferred that this had first been communicated to our European colleagues.” In reality it is clear that he would have preferred that the decision had not been taken at all, and in any case without the intervention of Lévy, whom he dislikes.
But for Nicolas Sarkozy it was too good an opportunity to miss – the Libyan crisis had come at precisely the right moment, and when Bernard-Henri Lévy called him from Benghazi on 3 March to propose a meeting with the Libyan rebels, the die was cast. For since the resignation in February of foreign minister Michèle Alliot-Marie over criticism of her handling of the Tunisian situation, French diplomacy had been the laughing stock of both Europe and the Arab world. Criticism had even been forthcoming from within France itself, and in the press active and retired diplomats alike criticised the country’s international activities. This was an unprecedented situation and, with his re-election campaign already underway, Sarkozy sensed danger. The French are very proud of their nation’s international standing, and do not enjoy having their diplomacy mocked. The president had just appointed a well-known and respected politician to the role of foreign minister, but he was well aware that nothing less than a huge coup would be required for him to bounce back from this setback.
Sarkozy is at his best in a crisis; he is practised at leading swift diplomatic strikes. In August 2008 he faced up to Russia – perhaps Libya could be his new Georgia, the finishing touch to his G8 presidency? And his motives are not just a matter of political tactics. For Paris, Libya is of strategic importance – it is the source of 6% of France’s crude oil imports and the French oil giant Total has significant operations there. In addition, Libya shares a border with four strategically important – but potentially unstable – francophone countries: Tunisia, Algeria, Chad and Niger (where Areva mines the bulk of the uranium used by France’s nuclear power industry). French strategists are also concerned that if Libya enters into civil war, it will become a Somalia at the gateway of Europe, and therefore a target for the activities of al-Qaeda. They also fear a rise in illegal immigration. Getting involved is therefore a matter of urgency.
