Source text - French Fiscalité . L’impôt de solidarité sur la fortune a rapporté 4,42 milliards d’euros, soit 19 % de plus qu’en 2006. Le « bouclier fiscal » pourrait amputer ce montant de quelques centaines de millions d’euros.
Une fois de plus le nombre de Français fortunés a augmenté. En 2007, 528 000 contribuables ont réglé l’impôt de solidarité sur la fortune (ISF) pour un montant de 4,42 milliards d’euros. En cinq ans, le nombre de personnes assujetties à cet impôt a progressé de 85 %. D’après Vincent Drezet, secrétaire national du Syndicat national unifié des impôts (SNUI), plusieurs raisons expliquent cette progression. Tout d’abord, « la hausse combinée des valeurs mobilières (ou titres financiers) et du marché immobilier ont fait rentrer des contribuables au sein de l’ISF ». Ensuite, « l’effet démographique : avec l’âge, les dettes diminuent et donc mécaniquement la valeur du patrimoine net (valeur du bien moins les dettes) augmente ». Enfin, « certaines personnes ont touché un héritage et leur patrimoine s’est accru ».
Le spécialiste de l’imposition distingue trois grandes catégories de contribuables. Pour la moitié d’entre eux, leur niveau d’ISF ne dépasse pas 2 000 euros par an, ils sont dans la première tranche de l’impôt. Le foyer représentatif de cette catégorie est un couple qui paie 440 euros d’ISF pour un patrimoine de 830 000 euros. Celui-ci se compose d’une résidence principale, d’une valeur de 600 000 euros, d’une résidence secondaire de 200 000 euros, auxquels s’ajoutent 150 000 euros de valeurs mobilières. La deuxième catégorie possède un patrimoine de 1,9 million d’euros et paie 8 100 euros d’ISF. La dernière catégorie est constituée de 1,2 % seulement de contribuables de l’ISF : les rentiers de grandes fortunes, estimées à plus de 10 millions d’euros. Par comparaison, le couple d’agriculteurs retraités de l’île de Ré qui, avec 1 000 euros de revenus, devait 3 710 euros d’ISF est « une anomalie du système d’imposition qui ne représente qu’une dizaine de personnes », explique le syndicaliste.
Les 4,42 milliards d’euros de recettes pourraient être amputés de 350 millions si l’ensemble des 16 000 imposables à l’ISF et bénéficiaires du bouclier fiscal demandaient son application. Celui-ci permet aux contribuables de réclamer un remboursement si la somme due (impôt sur le revenu, ISF et taxes locales) atteint ou dépasse 60 % de leurs revenus ou 50 % (en intégrant les prélèvements sociaux) depuis le 1er janvier. Or, seuls 6 000 foyers fiscaux (37,5 %) en ont fait pour le moment la demande. « Beaucoup de personnes bénéficiaires ne savent pas qu’elles peuvent en profiter », selon Vincent Drezet. « De nombreux contribuables ne font pas la demande car ils ont élaboré des montages fiscaux et financiers "limites" et ne souhaitent pas que l’administration jette un coup d’oeil dans leur dossier. » En 2008, les estimations du gouvernement prévoient un manque à gagner pour l’État de 563 millions d’euros pour les 18 000 énéficiaires du bouclier fiscal.
Le syndicat majoritaire des impôts déplore « que le débat sur la fiscalité ne se pose que sur le seul ISF, qui représente 1,5 % seulement des recettes fiscales de l’État ». « Le débat se situe bien au-delà. Le gouvernement souhaite alléger la fiscalité qui pèse sur la production en la transférant sur la consommation par le biais notamment de la TVA, qui représente 50 % des recettes. » Or, c’est « un impôt globalement injuste : 10 % des ménages les plus pauvres consacrent 8,1 % de leur revenu à son paiement, alors que ce taux est ramené à 3,4 % pour les 10 % des ménages les plus riches ». Selon le syndicat, des pistes de réflexion nouvelles sur le sujet devraient être l’occasion de mener un vrai débat public.
Translation - English Taxation. France’s Solidarity Tax on Wealth (ISF) has generated 4.42 billion euros, 19% more than in 2006. The Bouclier Fiscal could dramatically reduce this figure by a few hundred million euros.
Once again the number of people in France falling into the category ‘wealthy’ has risen. In 2007, 528,000 taxpayers paid the Solidarity Tax on Wealth resulting in a total of 4.42 billion euros. In five years the total number of people liable to pay this tax has risen by 85%. According to Vincent Drezet, the National Secretary of the SNUI (Unified National Union for Taxes), several factors can explain this rise. First of all, “the combined increase of transferable assets (or financial securities) and of the property market has brought the taxpayer back within the reach of the ISF”. Then there is the “demographic effect” ; with age debt decreases and in turn net asset value (the value of assets minus debt) must increase. Lastly, “there are people whose assets have grown following an inheritance”.
Our tax specialist distinguishes three major categories of taxpayers. Half of all those liable to pay wealth tax fall into the first group, those who make a contribution not in excess of 2000 euros per year. The typical household in this category is a couple who pay 440 euros of wealth tax for net assets of 830,000 euros. These assets are comprised of a main residence worth 600,000 euros and a second home worth 200,000 euros with 150,000 euros worth of transferable assets on top. A typical household of the second category has net assets of 1.9 million euros and pays 8,100 euros in wealth tax. The last category represents only 1.2 % of ISF taxpayers, people of considerable wealth with net assets worth more than 10 million euros. By comparison, a retired farming couple from L’île de Ré who, with an income of 1000 euros, must pay 3710 euros of wealth tax, are “an anomaly of the tax system concerning barely a dozen individuals”, in the words of the unionist.
The revenue of 4.42 billion euros could be cut by 350 million if every one of the 16,000 individuals taxable under the ISF and covered by the Bouclier Fiscal called for its application. The Bouclier Fiscal allows taxpayers to claim a rebate if the sum due (income tax, ISF and local tax) exceeds 60% of their income (or 50% incorporating national insurance) since the 1st of January. Yet only 6000 households (37.5%) have actually made a claim so far. According to Vincent Drezet “many of those who qualify for a rebate are not aware that they can put in a claim”. “Many taxpayers are not claiming a rebate because they have calculated ‘borderline’ tax and financial figures and don’t want the administration taking a look at their papers”. In 2008 government estimations predicted a state shortfall of 563 million euros from the 18,000 taxpayers who qualify for a rebate under the Bouclier Fiscal.
The majority union for taxes in France laments the fact that “the debate over taxation has arisen on wealth tax alone, which represents only 1.5% of France’s revenue from tax”. “The real debate takes place elsewhere. The Government wants to lighten taxes which weigh on production and increase taxes on consumption through VAT in particular, which represents 50% of revenue”. Yet it is “on the whole, an unjust tax ; 10% of the poorest households give up 8.1% of their income in VAT whereas 10% of the wealthiest households contribute only 3.4% of their income”. According to the unionist these new lines of thought on the subject should be an opportunity to organise a truly public debate.

Source text - French Après le Premier ministre François Fillon et son ministre des Affaires étrangères Alain Juppé hier, deux autres poids lourds du gouvernement sont montés au créneau ce mardi matin pour justifier l'intervention des soldats français qui a rendu possible la capture de Laurent Gbagbo par les forces pro-Ouattara, lundi après-midi.
Le ministre de la Défense Gérard Longuet a indiqué ce mardi matin sur Europe 1: "La France voulait que l'affaire se dénoue tranquillement et que le président, qui a été battu (...) accepte sa défaite… La démocratie, c'est le succès des uns et c'est la défaite des autres. Tout cela doit se passer normalement, sans élimination physique."
En parallèle, le porte-parole du gouvernement, François Baroin, a estimé sur RTL que la France avait été "absolument remarquable et inattaquable" lors de son intervention et qu'elle "n'acceptera aucune leçon de morale de quiconque ni aucune leçon politique. Ce n'est pas la France qui a déposé Gbagbo, c'est le peuple ivoirien… Lorsque vous avez des armes lourdes qui se positionnent autour de la résidence présidentielle et qu'elles frappent les populations civiles, on est strictement, exclusivement dans l'application de la résolution 1975 des Nations Unies."
Le porte-parole du gouvernement a conclu son intervention: "Le départ de Gbagbo ne va pas nous faire verser une larme de crocodile. C'est une bonne nouvelle pour le peuple ivoirien" et pour "le processus démocratique en Afrique."
Ces affirmations n'ont pas dispersé les "doutes" exprimés par Roland Muzeau sur la non-participation des forces françaises à l'arrestation de l'ancien président ivoirien Laurent Gbagbo. "On a été surpris d'entendre les dénégations concernant ce qui avait été publié en début de journée sur une possible participation des forces françaises", a déclaré le député PCF à l'issue d'une réunion des responsables parlementaires à Matignon autour de François Fillon sur la situation en Côte d'Ivoire, lundi soir. "On souhaite qu'on nous ait dit la vérité. Le doute est raisonnablement présent et nous espérons vivement que ce qui a été affirmé là par la voix du Premier ministre et des deux ministres (Alain Juppé et Gérard Longuet) ne soit pas démenti demain" par "des observateurs attentifs, ce qui porterait un coup à l'image de notre pays."
De son côté, le député PS François Lamy a, en lisant une intervention écrite, "pris acte des déclarations du Premier ministre selon lesquelles les forces françaises n'ont pas participé à l'arrestation de Laurent Gbagbo. Néanmoins des questions subsistent. Il appartiendra au président de la République d'y répondre dans les prochaines heures."
Translation - English First it was the Prime Minister, François Fillon, and his Foreign Secretary, Alain Juppé. Now two more government heavyweights have leapt to justify the intervention of French soldiers, which has made possible the capture of Laurent Gbagbo by pro-Ouattara forces.
During an interview on Europe 1 following Gbago’s capture, the Defence Minister, Gérard Longuet, told listeners that “France wanted the situation to be resolved peacefully and wanted the president, who had been defeated (…) to accept this defeat... Democracy is the success of some and the defeat of others. The process must be smooth, without physical elimination.”
Similarly, the government spokesman, François Baroin, in a radio interview broadcasted by RTL, assessed that France had acted “remarkably and irreproachably” and would “accept no moral or political lesson whatsoever from any party. It is not France who has deposed Gbagbo, it is the people of the Ivory Coast … When you have heavy weaponry surrounding the presidential residence and it is striking the civilian population, we were strictly and exclusively within the limits of UN Resolution 1975.”
The spokesman ended by saying, “we are not going to pretend to be sorry to see Gbagbo go. It is good news for the people of the Ivory Coast” and for “the democratic process in Africa”.
These statements have not dispersed the “doubts” voiced by Roland Muzeau concerning the claimed non-participation of French forces in the arrest of Laurent Gbagbo. At the end of a parliamentary meeting led by François Fillon on the situation in the Ivory Coast, the French Communist Party deputy said “we were surprised to learn of the denial of the possible participation by French forces, which was published earlier today”.
Muzeau added, “We hope that what we have been told is the truth. There is a considerable amount of doubt and we sincerely hope that what has been stated today by the Prime Minister and his two ministers (Alain Juppé and Gérard Longuet) will not be refuted tomorrow” by “attentive observers, which would be a major blow to the image of our country.”
The French Socialist Party deputy, François Lamy, reading from a prepared speech, “noted the Prime Minister’s statements that said that French forces did not participate in the arrest of Laurent Gbagbo. Nevertheless, a reasonable doubt persists. It is up to President Sarkozy to respond in the hours to come”.
