For all of the talk of crises of legitimacy in contemporary world politics, there is surprisingly little reflection on what such crises are. And despite International Relations scholars’ newfound interest in questions of legitimacy, little attention has been given to the concept of international crises of legitimacy. What does it mean to speak of an international crisis of legitimacy, and how do we know one when we see one? This failure to grapple with the nature of legitimation crises has led to a concomitant failure to address the issue of crisis resolution. What does it mean to resolve an international crisis of legitimacy? Is it sufficient to suppress dissent or buy compliance, or does resolution demand something more?
This article addresses these conceptual issues, laying the theoretical foundations for the following, more empirical chapters. Part One is devoted to the concept of legitimacy, and to the task of differentiating it from associated concepts, such as legitimate, legitimation, and legitimacy claim, and from other ethical values, principally order, justice, legality, and morality. Part Two explores the critical relationship between power and legitimacy, arguing that legitimacy is best conceived as a source of power, not a veil to power, as it is commonly described. Part Three confronts the central issue of what constitutes an international crisis of legitimacy. I suggest that an actor or an institution can be said to experience a crisis of legitimacy when the level of social recognition that its identity, interests, practices, norms, or procedures are rightful declines to the point where the actor or institution must either adapt (by reconstituting the social bases of its legitimacy, or by investing more heavily in material practices of coercion or bribery) or face disempowerment. Part Four explains what we mean by the ‘resolution’ of international crises of legitimacy.

The digital revolution is not born today. It began on September 2, 1969, when two computers exchanged data for the first time via a copper wire. The world after that witnessed the emergence of the Internet and the launch of technological development and acceleration in the field of information exchange and development of intelligent systems that run business. All government institutions, Defence and security agencies and all their capabilities are currently managed by using smart grids and digital communication methods.
It was found at the same time that the fall of these technologies in the wrong hands, and the growing attempts to break the securing methods adopted to preserve information and data, whether by the experts of electronic espionage or adventure enthusiasts and hackers of information, led to the emergence of the so-called (Information war) aimed at overcoming all digital attacks and fortifying state information and automated systems against sabotage, theft or manipulation.

Source text - English The answer to the second question was less certain. Even though Blackwater could intervene in Darfur, there were doubts about whether it should. The action would brazenly violate international law, although some argued that it was justified by the international community’s failure to enforce human rights laws and stop the genocide. There were other concerns, too. The intervention could undermine ongoing diplomatic efforts to resolve the conflict peacefully, even if those efforts were paltry, and might even drag the United States into a war with Sudan, since Blackwater and other principal actors were Americans. Owing to this, Blackwater fretted that its actions would anger its best client, the United States, which would be bad for business. Also, the Blackwater employees con- ducting the operation could be tried by the International Criminal Court at The Hague for war crimes in their effort to stop a genocide, which Blackwater and the human rights groups both found bitterly ironic. The human rights groups wor- ried that it might trigger additional violence and reprisals in the region, worsen- ing the situation for local Darfurians in the long run.
Finally, such an action would set a precedent that many would not wel- come: the possibility of international vigilantism, which could undermine the world order. Today global governance and the use of military action are the exclu- sive purview of nation-states and the United Nations, which is made up of states. Only states are allowed to wage war, and corporations, human rights groups, rich people, and all other nonstate actors are forbidden to use military force to achieve their objectives. A humanitarian intervention organized and conducted by non- state actors would blatantly challenge this norm and set a dangerous precedent.

We have been requested to provide feedback on the current crude oil marketing strategy that The State adopts through the Ministry of Energy. Our review sought to identify additional sources of value and revenue for the government when compared to the existing marketing strategy. Our recommendations are to adopt a forward thinking and innovative structure which will serve the best interests of the State in a future where competition for sources of oil demand will intensify and the customer offering will become ever more important.
The recommendation is for all government allocation of export blend crude to be sold via XXX on a long-term arrangement, subject to certain conditions that can be imposed and agreed with the Ministry of Energy. XXX is a 100% government owned commercial vehicle with best-in-class trading & risk management capability, a presence spanning across the world’s trading and oil demand centres and established relationships with a significant majority of the industry’s market participants. XXX is a proud asset of the government with an established track record spanning 15 years, having grown organically its geographical reach, volumes, product suite and profitability. We believe these characteristics enable XXX to perform the marketing operation in a more flexible and dynamic manner befitting the market requirements and with the potential to realise substantially improved net government crude oil revenues versus the status quo.
The benefits of a proposal to contract all government export blend sales through XXX are via two primary sources:
1. Risk management through providing flexibility to mitigate risk of loss and value leakage; and,
2. Increase in margins generated from trading & optimisation activity within XXX
To ensure there is a balanced argument we consider the advantages and challenges of the current the Ministry of Energy sales structure as well as the “opportunity cost” by not fully utilising XXX in this role. It is our firm belief that simply by design, XXX is better placed to extract value out of the State ’s main source of revenues (crude exports) as the tools and policies afforded to XXX provide it with this advantage. The government could have chosen to house this commercial platform within the Ministry of Energy but given the framework of how a ministry within in the State is expected to run, the decision taken by the ministry in 2005 was to construct this centre of excellence in crude (and other commodity) trading within XXX.
A summary of feedback on the existing marketing structure, a list of potential benefits of the proposed changes and some additional considerations are included in the attached annex to this letter.

Source text - English A federal judge announced that Target Corporation and Bed Bath & Beyond, Inc. must face a lawsuit claiming they sold linens that were falsely labeled “100% Egyptian Cotton” or “100% Long-Staple Egyptian cotton,” despite being suspicious of their origin. Monday’s decision by a federal judge in New York addressed claims that consumers nationwide overpaid for mislabeled cotton produced by an Indian textile company. Egyptian cotton often commands a premium price because of its prestige, and because its long fibers yield a softer and more durable fabric. The judge stated that consumers may pursue claims of breach of warranty and negligent misrepresentation against the retailers, as well as a U.S. unit of the textile manufacturing company. Consumers may also proceed with fraud claims against the manufacturer. Fraud claims against the retailers were dismissed because there was no clear evidence of “fraudulent intent.” New York and California consumers were allowed to sue the retailers under the consumer protective laws of those states. A lawyer for the manufacturer and Bed Bath & Beyond declined to comment.

Source text - English Businesses exist in a state of constant flux and are continuously having to evaluate their revenue, expenses, and their plans to service their debt. With that in mind, most business leaders and owners try to keep debt to a minimum opting to only use it when all other forms of financing are more detrimental. The lack of debt management can place undue burdens on management and severely limit their ability to conduct business in a prudent manner. When the debt level becomes too high, lenders may choose to not loan any more money, or if they do loan money, the loans conditions will be less favorable.
Translation - Arabic الأنشطة التجارية دائمة التغير والتقلب بطبيعتها، ما يحتم على أصحابها تقييم إيراداتها ونفقاتها وخططها باستمرار كي تستطيع تلك الأنشطة سداد ديونها. ولهذا يحاول معظم قادة الأعمال وأصحابها خفض الديون قدر المستطاع وعدم اللجوء إليها إلا إذا كان الضرر الناتج عنها أقل إذا ما قورن بأشكال التمويل الأخرى. علماً بأن عدم إدارة الدين قد يُلقي بأعباءٍ لا داعيَ لها على الإدارة، ويقيد بشدة قدرتها على مباشرة الأعمال بأسلوب حكيم متزن. وإذا ارتفع حجم الدين لأي نشاط تجاري إلى مستويات عالية، فقد يعزف المقرضون عن إقراض المزيد من الأموال، وحتى إن فعلوا فقد يقرضونها بشروط أكثر صرامة.

Translation - Arabic A Powe of attorney (PoA), at law, is defined as the relationship between two people; the principal and the attorney, whereby the principal authorizes their attorney to work on their behalf, whether to do their work, manage their business, or sell their product, through dealing with a third party. The attorney usually has the legal capacity to deal with third parties, and therefore the PoA contract in place involves a twofold relationship, which governs the relationship between the principal and the attorney by vesting powers in the latter and imposing certain duties on them towards the principal. such powers remain within the PoA contract, and the conditions contracted thereby with their principal. Therefore, the authority vested in the attorney to handle the affairs of the principal is an apparent authority. PoA has been recognized in all newly existing legal systems, as it is indispensable as fits all special and general laws, helps regulate the allocation of work in various activities, such as companies of all kinds, and enables legal representatives to perform the work of minors and the disabled to the fullest. A PoA involves duties upon the parties thereto, the principal or the attorney, which are as follows: a) tThe duties of the attorney towards the principal: to carry out the agreed work; to not do the work of competitors of, or act against, the principal; to not use the information accessed in favor of others or for their personal benefit; and to advise the principal of the results of the work carried out on their behalf.
