Article 1 : Définition des objectifs
Un chantier respectueux de l’environnement est le prolongement naturel des efforts de qualité environnementale mis en place lors de la conception d’un bâtiment. Tout chantier de construction génère des nuisances sur l’environnement proche, l’enjeu d’un chantier « vert » est de limiter ces nuisances au bénéfice des riverains, des ouvriers et de l’environnement.
Tout en restant compatibles avec les exigences liées aux pratiques professionnelles du BTP, les objectifs d’un chantier vert sont de :
• limiter les risques et les nuisances causés aux riverains du chantier
• limiter les risques sur la santé des ouvriers
• limiter les pollutions de proximité lors du chantier
• limiter la quantité de déchets de chantier mis en décharge
Article 2 : Modalités de mise en place et de signature
Article 2.1 : Modalités de mise en place
. La charte chantier « vert » fait partie des pièces contractuelles du marché de travaux remis à chaque entreprise intervenant sur le chantier.
Article 2.2 : Signature de la charte chantier vert
. La charte chantier « vert » est signée par toutes les entreprises intervenant sur le chantier, qu’elles soient en relation contractuelle directe ou indirecte avec le maître d’ouvrage.
Les entreprises justifieront des moyens qu’elles mettront en oeuvre pour s’assurer de l’application des exigences de la charte.
Article 3 : Respect de la réglementation
Toutes les entreprises intervenant sur le chantier (sous-traitants, intérimaires etc.) s'engagent à respecter la réglementation en vigueur. Voir la liste des textes applicables à définir dans une annexe.
Chaque entreprise désignera un représentant particulier qui sera l’interlocuteur pour les questions environnementales et qui veillera sur le site à l'a bonne application des engagements.
Article 4 : Organisation du chantier
. Les plans délimitant les différentes zones et précisant les modalités d’organisation sont mis au point lors de la phase préparatoire du chantier.
Les entreprises s’assureront de la bonne tenue du chantier par une définition et une signalisation des aires de manœuvre, de nettoyage et de stockage.
Le plan d’installation du chantier sera étudié en tenant compte de l’ensemble des contraintes logistiques, flux rentrants et flux sortants. Les calculs théoriques seront affinés lors de la passation des marchés avec les lots techniques et architecturaux, ainsi qu’avec les intervenants Process.
Article 4.1 : Propreté du chantier
. Lors de la préparation du chantier, sont définies et délimitées les différentes zones du chantier :
• stationnements
• cantonnements
• aires de livraison et stockage des approvisionnements
• aires de fabrication ou livraison du béton
• aires de manoeuvre des grues
• aires de tri et stockage des déchets
. Des moyens sont mis à disposition pour assurer la propreté du chantier et limiter les pollutions (bacs de rétention, bacs de décantation, protection par filets des bennes pour le tri des déchets …) :
• étude des possibilités d’imperméabilisation de ces zones
• création de fossés de rétention autour de ces aires (tenant compte de la pente)
• nettoyage de ces fossés à la fin du chantier et/ou à une phase intermédiaire notamment en cas de pollution (hydrocarbure )
• traitement des pollutions éventuelles
• remblaiement des fossés en fin de chantier
. Le nettoyage des cantonnements intérieurs et extérieurs, des accès et des zones de passage, ainsi que des zones de travail, est effectué régulièrement. Les modalités de nettoyage et la répartition des frais y afférent seront définis dans les annexes d'organisation du chantier et répartition des dépenses communes.
. Le brûlage des déchets de chantier est interdit.
Une aire de lavage des roues de camions sera selon le besoin induit par les types de travaux être installée dans l’enceinte du chantier, près de l’entrée/sortie (avec mise en place d’un bac de décantation, voire même une récupération des eaux pluviales pour alimenter cette station de lavage). Les livraisons seront organisées avec des aires tampons externalisées pour éviter de prolonger les attentes des différents véhicules. Afin de réduire les nuisances et les consommations, les bétons utilisés seront issu de centrale à béton performante assurant l'optimisation des coûts .
Article 4.2 : Stationnement des véhicules du personnel de chantier
. Le stationnement des véhicules du personnel devra être réduit et optimisé afin de produire le moins de gêne ou nuisance ; une réflexion sur l’acheminement du personnel sur le chantier devra être menée par les entreprises.
Les ouvriers seront incités à emprunter les transports en commun, une « information sur le covoiturage » sera organisée, le collège d'entreprise envisagera de mettre en place un système de navettes vers le chantier pour faciliter les cheminements et encourager également l'usage des transports collectifs.
Article 4.3 : Accès des véhicules de livraison
. Les entreprises chargées des approvisionnements seront tenues informées de la démarche qualité environnementale du chantier. Un plan d’accès sera fourni.
L’organisation de l’entrée/sortie du chantier, les modifications de trajectoires mises en place pour éviter les croisements « piétons /trafic chantier » seront clairement affichées aux abords du chantier.
. Les approvisionnements seront planifiés sur la journée afin d’éviter les livraisons aux heures de pointe ou à des heures susceptibles de créer des nuisances au voisinage.
Les livraisons seront limitées aux heures d’ouverture de chantier.
Une personne de l’encadrement de chantier planifiera les livraisons afin de minimiser les temps d’attente des véhicules de livraison. En cas d'affluence, des zones tampons seront organisées à proximité avec information de disponibilité.
Article 5 : Contrôle et suivi de la démarche
. Un responsable « chantier vert » au sein de l’équipe des entreprises sera désigné au démarrage du chantier (coordinateur de travaux, chef de chantier, Coordinateur Sécurité et Protection de la Santé…). Il travaillera en étroite collaboration avec le responsable environnement-maître d’ouvrage et l’assistant maîtrise d’ouvrage environnement. Il devra être présent dés la préparation du chantier et assurer une permanence sur le chantier,
jusqu’à la livraison.
. Il diffusera l’information auprès des riverains de la zone ;
. Il organisera l’accueil des entreprises et notamment :
• la diffusion d’une brochure d’information à chaque intervenant
• l’information et la sensibilisation du personnel des entreprises
• la signature de la charte chantier vert par tous les intervenants
. Il effectuera le contrôle des engagements contenus dans la charte chantier vert :
• propreté du chantier
• exécution correcte des procédures de livraison
• non dépassement des niveaux sonores annoncés dans la charte
• contrôle de la qualité environnementale des matériaux et produits mis en oeuvre
• exécution correcte du tri des déchets sur le chantier.
. Il effectuera le suivi des filières de traitement et des quantités des déchets.
. Lors des réunions de chantier, il participera à l’évaluation des procédures de chantier vert. Un bilan mensuel devra être établi.
Un document de suivi de la démarche, contrôle des écarts, actions correctives et correctrices sera conservé en permanence sur le chantier par le responsable de l’entreprise principale.

Article 1: Definition of objectives
A building site respectful of the environment is the natural extension of efforts for environmental quality put in place when designing a building. Any construction site generates harmful effects on the nearby environment, the issue for a "green" building site is to limit these harmful effects for the benefit of residents, workmen and the environment.
While remaining compatible with the requirements related to the professional practices for Building and Public Works (BPW), the objectives of a green building site are:
• limit the risks and harmful effects caused to residents of the building site
• limit the risks to the health of workmen
• limit nearby pollution at the time of the works
• limit the quantity of waste discharged by the building site
Article 2: Methods of implementing and signing
Article 2.1: Methods of implementing
. The "green" building site charter forms part of the contractual documents of the labour market given to each company intervening on the building site.
Article 2.2: Signing of the green building site charter
. The "green" building site charter is signed by all companies intervening on the building site, whether or not they are in a direct or indirect contractual relation with the building owner.
The companies will prove the means which they will use to ensure that they apply the requirements of the charter.
Article 3: Observance of the regulation
All companies intervening on the building site (subcontractors, temporary etc.) undertake to respect the regulation in force. See the list of the applicable texts to be defined in an appendix.
Each company will designate a particular representative who will be the contact for environmental questions and who will see to the proper application of undertakings on the site.
Article 4: Building site organisation
. The plans demarcating the various zones and specifying the methods of organization are developed at the time of the preparatory phase of the building site.
The companies will be assured of the proper performance of the building site by a definition and an indication of the areas of operation, cleaning and storage.
The installation plan of the building site will be researched by taking account of all logistic constraints, inward flows and outward flows. Theoretical calculations will be refined during procurement with the technical and architectural batches, as well as with the Process participants.
Article 4.1: Building site cleanliness
. During the preparation of the building site, the various zones of the building site are defined and demarcated:
• parking
• quartering
• areas for delivery and storage of supplies
• areas for making or delivery of concrete
• areas for operation of cranes
• areas for sorting and storage of waste
. Means are made available to assure the cleanliness of the building site and to limit pollution (retention tanks, settling tanks, net protection for the tubs for sorting waste…):
• research of the possibilities for sealing these zones
• creation of retention ditches around these areas (taking account of the gradient)
• cleaning of these ditches at the end of the works and/or an intermediate phase particularly in the event of pollution (hydrocarbon)
• treatment of potential pollution
• filling in ditches at the end of the works
. Cleaning of internal and external quarterings, of access and traffic areas, as well as working areas, is carried out regularly. The methods of cleaning and the apportionment of related costs will be defined in the appendices of site organisation and distribution of common expenditures.
. The burning of site waste is prohibited.
An area for washing truck wheels according to the need induced by the nature of the works will be installed in the site enclosure, near the entrance/exit (with installation of a settling tank, and even recovery of rain water to feed this washing station). Deliveries will be organized with external buffer zones to avoid prolonging waiting times of the various vehicles. In order to reduce nuisance and consumption, the concrete used will issue from a central high-performance concrete mixer ensuring optimization of costs.
Article 4.2: Parking of site workers’ vehicles
. Parking of personnel vehicles will have to be reduced and maximized in order to produce less inconvenience or nuisance; reflection on the routing of personnel on site will have to be conducted by the companies.
Workmen will be encouraged to use public transport, "information on the car sharing" will be organized, the company board will plan to set up a system of shuttles to the site to facilitate routes and also encourage the use of collective transport.
Article 4.3: Access of delivery vehicles
. The companies in charge of supplies will be kept informed of the approach to environmental quality of the site. A plan of access will be provided.
The organization of site entry/exit, the modifications of paths put in place to avoid "pedestrian/site traffic" intersections will be clearly posted at the approaches to the site.
. Supplies will be planned over the day in order to avoid deliveries at peak hours or hours likely to create a nuisance in the vicinity.
Deliveries will be limited to site opening hours.
A site supervisor will plan deliveries in order to minimize waiting times of delivery vehicles. In the event of a multitude, buffer zones will be organized in the vicinity with information as to availability.
Article 5: Control and follow-up of the approach
. A person in charge for "green site" within the team of the companies will be designated at the commencement of the works (works co-ordinator, site head, Safety and Health Protection Co-ordinator...). He will work in close co-operation with the person in charge for the environment-Supervisor and the assistant environment supervisor. He will have to be present for the preparation of the site and to ensure a permanent presence on the site, up to delivery.
. He will distribute information to the residents of the zone;
. He will organize the reception of the companies and in particular:
• the distribution of an information booklet to each participant
• information and sensitizing of personnel of the companies
• the signing of the green building site charter by all participants
. He will carry out the checking of the undertakings contained in the green building site charter:
• cleanliness of the site
• execution of delivery procedures
• not exceeding noise levels stated in the charter
• quality control of implemented materials and products
• proper execution of site waste sorting.
. He will carry out the follow-up of procedures for treatment and quantities of waste.
. During site meetings, he will take part in the assessment of the procedures for a green building site. Monthly assessment will have to be established.
A document for monitoring the approach, checking differences, corrective action and amendments will be permanently preserved on site by the person in charge for the principal company.
