Source text - Arabic المعالم الأثرية والمعمارية في سلطنة عمان
تمتلك السلطنة العديد من المواقع الأثرية ذات الأهمية الكبيرة ليس فقط على الصعيد العماني ولكن على الصعيد العالمي كذلك، ومن ثم فإنه تم تسجيل العديد من المواقع الأثرية العمانية ضمن قائمة التراث العالمي لأهميتها على المستوى الحضاري للبشرية. وبينما تم في أوائل العام 2006م تدشين الموقع الخاص بالمواقع العمانية المسجلة على قائمة التراث العالمي على شبكة المعلومات الدولية "الإنترنت"، فإن منظمة اليونسكو أدرجت نظام "الأفلاج العمانية" إلى قائمة التراث العالمي باعتباره جزءاً أصيلاً من نسيج حياة المجتمع العماني، ومن أهم الموروثات الحضارية العمانية التي تعبر عن قدرة الإنسان العماني على مواجهة التحديات سعياً لبناء الحضارة وإثراء التراث الإنساني فكراً وعملاً وإبداعاً. والمعروف أن السلطنة عضواً في لجنة التراث العالمي التابعة لمنظمة اليونسكو.
تحرص وزارة التراث والثقافة على الحفاظ على المواقع الأثرية خاصة تلك التي يقترب الزحف العمراني منها أو تؤثر عليها المشروعات التنموية المتزايدة حيث تبذل جهودا لحماية تلك المواقع وتسويرها وتيسير سبل زيارتها وتوفير التسهيلات المشجعة على ذلك، إلى جانب إقامة المعارض ومنها على سبيل المثال معرض المقتنيات الأثرية المكتشفة بالسلطنة والذي أقيم في 18/4/2008م في إطار الاحتفال بيوم التراث العالمي والذي ضم نقوشاً صخرية من ولاية مدحاء وأدوات حجرية من الصوان كأول دليل على الاستيطان البشري في عمان، ويرجع تاريخها ما بين 30 إلى 50 ألف سنة، ومكتشفات موقع بات الأثري، ورأس الجنز، وأوان فخارية تم اكتشافها في ينقل وسمد الشأن، ومكتشفات من موقع "محلياء" بوادي عندام بالمنطقة الشرقية ومن الموقع الأثري بولاية بوشر وغيرها.
من جانب آخر تتواصل جهود البحث والتنقيب عن الآثار في العديد من المواقع الأثرية بالتعاون مع قسم الآثار بجامعة السلطان قابوس والعديد من البعثات الأوروبية والأمريكية المتخصصة، وقد أسفرت هذه الجهود عن الكثير من المكتشفات الأثرية خلال الموسم 2005/2006م ومن أبرزها على سبيل المثال:-
• نصب حجري من مدافن حضارة مجان عثر عليه بقرية "رأس الجبل" بولاية أدم وهو من الحجر الجيري، وعليه نقش بارز لأشكال آدمية نادرة تعود إلى سكان حضارة مجان والمدافن الأثرية لفترة أم النار (2700- 2000) قبل الميلاد.
• اكتشاف مدفنين أثريين بهما عدد من السيوف والخناجر والرماح البرونزية وأواني الحجر الصابوني والأواني الفخارية والخرز والأختام عثر عليها في صحار تعود إلى الألف الثاني قبل الميلاد، أي فترة وادي سوق (2000- 1300) قبل الميلاد.
• العثور على ختم من بلاد الرافدين وخنجر وسيف وقطعة من آنية حجر المرمر في موقع بات الأثري حيث تم ترميم المدافن الأثرية التي تعود إلى فترة أم النار (2700- 2000) قبل الميلاد.
• العثور على عظام أسماك وأدوات من حجر الصوان وخرز وصنارات صيد وختم حجري اسطواني الشكل يعود إلى الألف الثالث قبل الميلاد في موقع رأس الجنز.
ومن أهم هذه المواقع الأثرية والمعالم المعمارية ما يلي:-
أولاً: المواقع الأثرية:-
1- موقع رأس الحمراء :
هو عبارة عن عدة روابي صدفية تؤرخ إلى الألف الرابع قبل الميلاد، وقد احتوت الطبقات الاستيطانية على أدوات الصيد كالصنارات الصدفية، أثقال الشباك والمطارق والفؤوس الحجرية والحلي النسائية.
2- تطوير مواقع أرض اللبان:
ساهمت السلطنة في إثراء التواصل الحضاري بين الأمم من خلال تجارة اللبان في العصور القديمة، وشكلت بذلك المواقع المرتبطة بها قيمة عالمية استثنائية، وقد قامت الحكومة بجهد مستمر لصيانة وتأهيل المواقع الأثرية والطبيعية، تلك المرتبطة بهذه التجارة لتسجيلها في قائمة التراث العالمي الثقافي والطبيعي لما تمثله من قيمة إنسانية تخضع لضوابط الاتفاقية الدولية للتراث العالمي والحماية الوطنية، وبذلك اعتبرت مواقع: شصر (وبار)، وخور روري (سمهرم)، ومتنزه البليد الأثري، ووادي دوكة (أشجار اللبان)، مواقع تراث عالمي للإنسانية تم بموجبها في عام 2000م تسجيلها تحت مسمى (مواقع أرض اللبان)، ويقوم مكتب مستشار جلالة السلطان للشئون الثقافية بالعمل على تأهيل وتنمية مواقع أرض اللبان من خلال تنفيذ خطط إدارة هذه المواقع والتعاون مع المؤسسات العلمية والبحثية والجامعات المتخصصة في مجال المسح والتنقيب والترميم والصيانة للتراث الثقافي والطبيعي، وكذلك مع اللجان المختصة في منظمة اليونسكو، وهناك مواسم عمل مبرمجة سنوياً لتنفيذ هذه الأعمال، بالإضافة إلى أعمال تطوير وتنمية وتأهيل هذه المواقع والذي يقوم المكتب بتنفيذها.
3- مدينة البليد الأثرية:
تقع مدينة البليد الأثرية بمحافظة ظفار على الشريط الساحلي لولاية صلالة في المنطقة الواقعة بين الدهاريز والحافة، وتفيد نتائج الحفريات الأخيرة أن تاريخ المدينة يعود إلى فترات زمنية ما قبل الإسلام وكانت تمثل مركزاً سكانياً رئيسياً، برزت خلال العصر الحديدي المتأخر كمدينة مركزية نشطة.
إن السمة الجغرافية لمدينة البليد شبيهة بمدن ساحلية أخرى في عمان كصحار وقلهات وتعتبر مثالاً رائعاً لمدن الموانئ التي أنشئت على الساحل الشرقي الجنوبي للجزيرة العربية، ويعتبر التخطيط العمراني والتجاري سمة بارزة لهذه المدينة من حيث تأثره بالتطور الحضاري والمعماري للمدن الكبيرة في نفس الفترة، ويعد الجامع الكبير في البليد من أقدم المساجد في محافظة ظفار، ومن أهم المباني التي تم الكشف عنها، ويعود بناؤه إلى القرن الرابع الهجري/ العاشر الميلادي، ويعكس فنه المعماري وأعمدته الثراء الكبير الذي تتمتع به المدينة.
وعملت السلطنة على تأهيل الموقع بتشييد (متنزه البليد الأثري)، ويشمل على منشآت ومرافق لمتحف أرض اللبان المتكون من قاعة التاريخ والقاعة البحرية وقاعة متعددة الأغراض، وتتمثل مكونات المتحف في المكتشفات الأثرية والوسائط الإيضاحية المتعددة والمجسمات، والرسوم والصور واللوحات ونماذج من السفن العمانية التقليدية، ويحتوي المكان على معارض لبيع التحف والحرف اليدوية، بالتعاون مع الهيئة العامة للصناعات الحرفية، بالإضافة إلى بيت البليد الذي يعتبر إقامة للعلماء والباحثين، كما أن متنزه البليد الأثري يشتمل على برج للمشاهدة ومنصة لمشاهدة الطيور المهاجرة أو المستوطنة التي توجد في خور البليد والأخوار المجاورة، وقوارب للسياح للتنزه في الخور، وقوارب للأطفال وممرات للمشاة على ضفة الخور الشمالية، بالإضافة إلى مشتل لشجرة اللبان والعمل جارٍ الآن في تكوين حديقة لأشجار جبال ظفار، كما تم إنشاء جسرين على خور البليد للعبور إلى الموقع الأثري.
4- خور روري (سمهرم):
مدينة سمهرم القديمة التي شيدت بمنطقة خور روري نهاية القرن الرابع قبل الميلاد إلى الخامس الميلادي تمثل أكثر المستوطنات أهمية في فترة ما قبل الإسلام بمحافظة ظفار، وتتوسط مناطق إنتاج اللبان، تقع المدينة على الشريط الساحلي في المنطقة الواقعة بين طاقة ومرباط، ويبعد خور روري عن ولاية صلالة مسافة 40 كم باتجاه الشرق، ويتصل الخور في الوادي المنحدر من شلالات دربات بسلسلة جبال ظفار الواقعة شمال الموقع، وتشير الحفريات أن سمهرم كانت مزدهرة بسكانها، ثرية بتحصيناتها، ويتميز الفخار الذي عثر عليه في المدينة بأنواعه وأحجامه كأواني للطبخ والحفظ، ومنها ذات طابع روماني، كما عثر على أدوات للزينة متعلقة بالمرأة.
وفي خور روري (سمهرم) تم إنشاء بوابة رئيسية كمدخل للموقع، وسور يسمح برؤية الموقع الأثري من جميع الجهات، وكذلك ممرات تسمح للزوار بالوصول إلى المواقع المكتشفة في المدينة، وتم تزويده بلوحات معلومات تفصيلية، وإنشاء استراحة ومقهى لخدمة السياح والزوار.
5- موقع شصر / وبار الأثري:
تقع مدينة وبار الأثرية في نيابة شصر بالطرف الجنوبي من صحراء الربع الخالي، حيث يبعد الموقع عن مدينة صلالة مسافة تصل إلى 170كم من ناحية الشمال ومسافة 90 كم عن ولاية ثمريت، وتذكر المصادر أن المدينة تقع على طريق تجارة اللبان القديم، وكشفت الحفريات وجود شواهد عديدة لمستوطنات يعود تاريخها إلى العصرين الحديدي والإسلامي، ووجدت فيها شواهد لإنتاج وتجارة اللبان مما يعتقد أنها كانت محطة لنقل اللبان، إما إلى الجهة الجنوبية من الربع الخالي أو إلى الشمال إلى واحة يبرين، ويشبه مخطط قلعة شصر (وبار) مخطط قلعة حمران الأثرية بالقرب من سهل صلالة والتي تعود إلى الفترة الزمنية نفسها.
6- وادي دوكة (أشجار اللبان):-
يمثل وادي دوكة نموذجاً للمناطق التي تنمو فيها شجرة اللبان، وتم اختياره لقربه من مدينة صلالة حيث يبعد 40 كم تقريباً ناحية الشمال ولقربه من الطريق العام، حيث تبلغ مساحة المحمية 14 كيلومتراً مربعاً، أما طبيعة الوادي فصخرية حصوية شبه صحراوية، كما يتميز بوجود تلال مدورة صغيرة مختلطة بحفر غير عميقة، تشكلت بفعل فيضانات الوادي في العصور القديمة، وقد تم حصر أشجار اللبان القديمة المعمرة وبلغ عددها 1230 شجرة، وفي إطار تنمية الوادي وزيادة أعداد أشجار اللبان فيه يجرى حالياً تنبيت ما يقارب من خمسة آلاف شجرة، وزراعة ثلاثة آلاف شجرة جديدة، وذلك لضمان استمرار بقاء شجرة اللبان في بيئتها الطبيعية وإيجاد التوازن في المساحات التي لا توجد بها كثافة أشجار.
7- موقع رأس الجنز:
يقع رأس الجنز على قمة السهل الرئيسي الذي يطل على البحر، وتم الكشف عن أربع فترات من الاستيطان منذ الألف الرابع قبل الميلاد حتى منتصف الألف الثاني قبل الميلاد، وتتواصل أعمال التنقيب بالتعاون مع البعثة الإيطالية – الفرنسية المشتركة. وقد تم الكشف عن الجدار الجنوبي المحيط بالموقع، كما توجد كثافة عالية من البقايا الحيوانية إلى جانب جمع نحو ستة آلاف خرزة تم تصنيعها من الكلورايت والحجر الصابوني الأملس، كما عثر على الخزف والعقيق الأحمر والفضة وخرزات ذهبية مخروطية الشكل بالإضافة إلى جرة كروية صغيرة من الكلورايت أو المرمر.
8- موقع رأس الحد:
يعود موقع رأس الحد إلى فترة ما قبل التاريخ في السلطنة، ويجري التنقيب فيه بالاشتراك مع البعثة اليونانية، وتبلغ مساحة الموقع نحو 60 متراً يضم عدة غرف مشيدة من الجص سمكها نحو 30 سنتيمتراً ومحاطة بجدار سميك. وتشير المواد الأثرية التي عثر عليها إلى أن الموقع كان يستخدم في عدة أنشطة حرفية.
9- موقع وادي شاب:
يقع هذا الموقع في ولاية صور بالمنطقة الشرقية وقد عثر فيه على أكواخ صيادي السمك دائرية الشكل تعود إلى الألف الرابع قبل الميلاد، بالإضافة إلى دلائل تشير إلى ممارسة حرفة الصيد وأدوات وحلي مصنوعة من الحجر الصابوني الأملس.
10- موقع عين حمران:-
يقع هذا الموقع شمال سهل صلالة ويضم قلعة تحيط بها عدة أبراج بيضاوية الشكل في الجدار الخارجي للموقع بالإضافة إلى عدة جدران سميكة أخرى.
جدير بالذكر أن مسوحاً أثرية تجرى في صحراء الحقف الرملية بولاية محوت بالمنطقة الوسطى للبحث عن الأدوات الحجرية لدراسة هجرة الإنسان الأول من أفريقيا إلى آسيا مروراً بعمان.
كما أن هناك أعمال تنقيب أخرى تجرى في عدد من المواقع الأثرية إلى جانب المواقع السابقة، ومنها حفريات في حصن الحزم بالرستاق، ومدفنة قرية صفرى بولاية ينقل، ومدفنة حي العزيزي بولاية ضنك، وعدد من المدافن في بوشر، وكذلك مجموعة من المدافن في قرية العلياء بولاية المضيبي، وتجدر الإشارة إلى أنه تم العثور على كنز أثري في قرية سعال بولاية نزوى يتمثل في جرة فخارية عثر عليها في جدار إحدى الغرف بمنزل طيني وقد حوت الجرة على (456) عملة فضية من نوع الدراهم ومكتوب عليها تواريخ هجرية مختلفة.
ثانياً: المعالم المعمارية (القلاع والحصون) :
تعتبر القلاع والحصون والبالغ عددها أكثر من 500 قلعة وحصن وبرج من أبرز المعالم المعمارية التي حظيت هي الأخرى بخطط الترميم وذلك حفاظاً عليها كموروث ثقافي وحضاري يتجسد شامخاً في المدن والقرى.
وهناك العديد من الدراسات والبحوث التاريخية لهذه الآثار، كما يتم ترميم القلاع والحصون والأبراج بأساليب علمية وبمشاركة كوادر عمانية مدربة جيداً، وذلك حفاظاً عليها وتسهيلاً لزيارتها والاستفادة بها، وتحرص وزارة التراث والثقافة على اكتمال مشروع تسجيل وحصر وحماية المواقع الأثرية في مختلف ولايات السلطنة، والتنسيق مع وزارة السياحة لتوفير كتيبات التعريف بالقلاع والحصون العمانية باللغات العربية والأجنبية، وكذلك المرشدين السياحيين المدربين لإلقاء الضوء على تطورها وعلى التاريخ العماني من خلالها.
ويتواصل العمل حالياً في ترميم حصن بهلا الأثري حصن سمائل وحصن العوابي، وحصن الخبيب بنيابة سمد الشأن، وحصن المصنعة وحصن المنصور بولاية الرستاق، وبرج أسود الحدودي بولاية شناص، ومسجد القابل، وغير ذلك من مشروعات الترميم التي نجحت من قبل في إعادة القلاع والحصون إلى الحالة التي كانت عليها عند إنشائها خاصة وأنه يتم استخدام نفس المواد التي استخدمت في إنشائها. كما تم الانتهاء من ترميم قلاع قزح ولوى وبخاء وحصون المعمور وينقل وحفيت وبيت الند بمحضة، وحصن الخابورة وبرج المعترض بولاية القابل، وتسوير مقابر أثرية في كل من نيابة حمراء الدروع بعبري وولاية ثمريت، واستكمالاً لخطط تأهيل القلاع والحصون انتهت وزارة السياحة من تطوير قلعة نزوى وذلك بإضافة متحف أثري داخلها بالإضافة إلى بعض المرافق الحديثة، وتعد القلعة من أهم المباني الأثرية في السلطنة والتي تتوسط ولاية نزوى شامخة ببرجها الاسطواني المنيع، وكذلك تم تطوير حصن طاقة الذي يعد من أهم الحصون التاريخية في محافظة ظفار وأيضاً حصن خصب بمحافظة مسندم وفتحها للزوار.
Translation - English Monumental and Architectural Landmarks
In The Sultanate of Oman
The Sultanate possesses a number of monumental sites, of high importance, not only at the Omani level but also at the global level as well. Therefore, several Omani monumental sites have been registered and included in the World Heritage List, due to its importance in the civilization of humanity. While the website of the Omani tourist sites, registered in the World Heritage List has been made in the beginning of 2006, UNESCO included the system of “the Omani Fissures” within the World Heritage List, since it is an integral part of the Omani society fabric. As well, it is one of the most important legacies of the Omani civilization, which demonstrates the ability of the Omani man to encounter challenges, in a way to build civilization and to enrich human heritage by means of ideology, activity, and innovation. It is known that the Sultanate is a member in the UNESCO-led Global Heritage Committee. Ministry of Heritage and Culture is keen on maintaining the monumental sites, especially those approached by urban intrusion or those affected by the increasing development projects. Many efforts are exerted to protect these sites, to facilitate visiting them and to provide the encouraging facilitations. In addition, exhibitions are held, such as the exhibition of monuments discovered in the Sultanate, held on April 18th, 2008, in the framework of celebrating World Heritage Day. The exhibition included stony sculpture from Madhaa Province, and stone-made tools made of flint, representing the first evidence of human settlement in Oman. It dates back to a period between 30 and 50 thousand years. In addition, it comprises the discovered antiquities of Bat monumental site, Rass Al Genz, added to pottery discovered in Yanqal and Samad Al Sha’n, discovered antiquities in Mahleba’ site, Endam Valley, the eastern district and from the monumental site in Busher Province and other places.
On the other hand, efforts of searching and excavation continue in a number of the ancient sites, in cooperation with the department of antiquities in Sultan Qaboos University, and several specialized European and US missions. These efforts have resulted in a lot of discovered antiquities during season 2005-2006. The most prominent of these discoveries are as follows:
• Rocky limestone memorial from the cemetery of Majan civilization was found in Rass Al Jabal village, Adam Province. The memorial has projecting carvings for human figures, dated back to the inhabitants of Majan civilization and the monumental cemetery of Um Al Nar (Mother of Fire) era (2700-2000) BC.
• Two ancient cemeteries have been found, including several bronze swords, daggers and spears, in addition to soft-rock vessels, earthenware, beads, and seals found in the desert areas, and dated back to the second thousand years BC, i.e. the era of Souq Valley (2000-1300) BC.
• a seal from Mesopotamia, a dagger, a sword and a marble vessel have been found in Bat monumental site, as the ancient cemeteries, dated back to Um Al Nar (Mother of Fire) Era (2700-2000) BC were repaired.
• Bones of fish and flint-made tools, beads, fishing rods, and cylindrical-shaped rocky seal, dated back to the third thousand of years BC were found in the site of Rass Al Jenz.
The most important monumental sites and architectural landmarks are represented in the following:
First: Monumental sites:
1- the Site of Rass Al Hamra’:
The site is composed of a number of oyster hillocks, dated back to the fourth thousand of years BC. Settlement layers, as well, included fishing tools like shell-made hooks, weights of fishing nets, hammers, rocky axes, and women’s jewelry.
2- Development of frankincense Land sites:
The Sultanate has contributed in enriching cultural communication among nations, through the trade of frankincense in the ancient ages. Therefore, the sites of frankincense have represented exceptional global value, as the government experts continuous efforts to maintain and qualify the ancient and natural sites, linked to this trade in a way to be registered in the cultural and natural World Heritage List, due to the human value they represent, under the regulations of the International Agreement of Global Heritage and national protection. Hereby, the sites of Shasr (Wabar), Rouri Canyon (Samahrem), and Al Balid monumental park, Douka Valley have been considered global heritage site for humanity, as they have been registered in year 2000 under the designation of “the Land Of Frankincense.” The office of the Advisor of His Majesty, the Sultan, for Cultural Affairs seeks to qualify and develop Frankincense Land sites, through carrying out plans to manage these sites and through cooperation with scientific and research institutions, in addition to the universities specialized in survey, excavation, and cultural and natural heritage repairing and maintenance, added to the UNESCO specialized commissions. There are annually programmed seasons of work to implement these activities, in addition to the work of developing and qualifying these sites, carried out by the office.
3- Al Balid Ancient City:
Al Balid Ancient City is situated in Zefar Governorate, on the coastal line of Salalah Province, between Al Dahareez and Al Hafa. The results of the recent excavations indicate that the history of this city goes back to a pre-Islamic era, as it represented a basic residential center, and an active city during the late Iron Age.
The geographical characteristics of Balid City are similar to other coastal cities in Oman such as Sehar and Qalhat. It also presents a brilliant example for the coastal cities, establish on the southeastern coast of Arab Peninsula. Urban and commercial planning is an outstanding feature of this city, as it was affected by the civilized and architectural progress of big cities in the same period. The big mosque in Balid is deemed the oldest mosque in Zefar Governorate, and one of the most important discovered buildings. The mosque goes back to the fourth Higri century / tenth century AD, and its architectural art and pillars reflect the magnificent affluence of the city.
The Sultanate acted on developing the site by building the Ancient Balid Park. It includes the facilities of the Frankincense Land Museum, including the historical, maritime and the multi-purpose halls. The contents of the museum are represented in the ancient discoveries, explanatory multimedia, and maquettes, added to the drawings, pictures, portraits, and models of the conventional Omani ships. The place also includes exhibitions for selling masterpieces and products of manual work, in cooperation with the General Authority of Handicraft Industries, besides Balid House, which is designed for scientists and researchers. As well, Balid Ancient Park comprises a tower for viewing immigrant or dwelling birds in Balid Canyon and other neighboring canyons, boats for tourists to sail in the canyon, boats for children, passages for pedestrians at the northern bank of the canyon, added to an arboretum for frankincense trees. Currently, the establishment of a garden containing Zefar Mountainous trees is underway, while two bridges have been built over Balid Canyon to go across to the ancient site.
4- Rouri Canyon (Samhrem):
Samhrem old city, built in Rouri Canyon area by the end of the fourth century BC up to the fifth century AD, represents the most significant settlements in the pre-Islamic era, in Zefar Governorate. It lies between the areas of frankincense production, at the coastal line between Taqa and Merbat. Rouri canyon is 40 km east of Salalah Province. The canyon is connected with the valley of Derbat waterfalls in Zefar chain of mountains, north of site. Excavations point out that Samhrem prospered by its inhabitants and fortifications. The pottery, found in the city, is marked by its types, and sizes, such as the pots of cooking and maintaining food, while some of it has a Roman style. In addition, women’s ornament-related objects were found.
In Rouri Canyon (Samhrem), a main gate has been built to be the entrance to the site, besides a fence, which allows viewing the ancient site from all sides. As well, passages, allowing visitors to reach the discovered sites of the city, have been built. The canyon, as well, the canyon was furnished by explanatory information notice boards, resting place, and a café for tourists and visitors.
5- Shasr / Wabar ancient site:
Wabar ancient city lies in the municipality of Shasr, at the southern limit of Rub’ Al Khali Desert. The site is 170 km north of Salalah City and 90 km away from Thamarit. Sources have said that the city lies on the ancient route of the frankincense trade, while excavations discovered evidences of settlement, dated back to Iron and Islamic ages, added to several evidences for frankincense production and trade, since the city is thought to be transit station for transporting frankincense, whether to the destination south of Ru’ Al Khali or to the destination north of Yebrin oasis. The design of Shasr citadel resembles the design of Hemran ancient citadel, near to Salalahh plains, which also goes back to the same era.
6- Douka Valley (frankincense trees):
Douka Valley represents an example to frankincense-grown areas. It has been chosen due to its near position to Salalahh City, which lies 40 km north of valley, and the general route. The area of the reservation amounts to 14 square km, while the terrain of the valley has a rocky and pebbly desert-like nature. It is marked with small rotund hills, mixed with non-deep holes, formed by floods in the valley during the old ages. The old durable frankincense trees have been counted, reaching 1230 trees. In the framework of developing the valley and increasing the number of frankincense trees, around five thousand trees are currently sowed, besides growing three thousand new trees, to order to maintain the continuous existence of the frankincense tree in its natural environment, and to reach balance in the areas where density of trees exists.
7- the Site of Rass Al Jenz:
The site of Rass Al Jenz lies ahead of the main plains, overlooking the sea. Four eras of settlement, since the fourth thousand of years BC up to mid-second thousand years BC, have been discovered. Excavation activities, in cooperation with the joint Italian French mission, continue. The southern wall surrounding the site has been discovered. As well, there is high density of animals’ remains, while about six thousand beads made of alabaster and soft stone. As well, pottery, garnet, silver, and conic-shaped golden beads, added to a rotund jar of alabaster have been found.
8- the Site of Rass Al Hadd:
The site of Rass Al Hadd goes back to the prehistoric area of the Sultanate. It is currently excavated in cooperation with the Greek mission. The area of the site amounts to 60 m, and includes a number of gypsum-built rooms with 30 cm thickness, and surrounded by thick wall. The ancient tools found indicate that the site was being used in a number of handicrafts.
9- the site of Shab Valley:
This site lies in Sur Province, in the eastern district, in which fishermen’s rotund huts were found, dated back to the fourth thousand of years BC. In addition, there are evidences indicating that the craft of fishing had been practiced, besides tools and ornaments made of the soft stone.
10- the site of Ein Hemran:
This site is situated north of Salalah plains, as it includes a citadel surrounded by a number of oval-shaped towers at the outer wall of the site, in addition to several thick walls.
It is noteworthy that excavation is underway in the sandy Haqf desert, Mahout Province, the middle district, in a way to search for stone tools, necessary for studying the immigration of the primitive man from Africa to Asia through Oman.
In addition, there are other excavation activities conducted in several other sites, besides the aforementioned ones. This includes excavation in Al Hazm Fort in Al Ristaq, the cemetery of Sifri village in Yanqal Province, the cemetery of Al Azizi district in Dank Province, several other cemeteries in Busher, and a group of cemeteries in Aliaa village in Al Moudebi Province. As well, it is noteworthy that an ancient treasure has been found in Sual village, Nizwa Province, including a pottery-made jar, found in the wall of a room in a clay-built house. The jar contained 456 silver Derham-typed coins, on which different Higri dates were written.
Second: Architectural landmarks (citadels and forts):
Citadels and forts, amounting to 500 citadels, forts, and towers are considered the most prominent architectural landmarks. They also have been included in repairing plans, in a way to maintain them as cultural heritage, and a part of civilization that is gloriously embodied in cities and villages.
There are several studies and researches over these antiquities. Also, citadels, forts, and towers are repaired by scientific methods, with the participation of high-trained Omani cadres, in order to maintain them and to facilitate visiting and making use of them. The Minister of Tourism and Heritage is keen on resuming the project of registering, counting and protecting monumental sites in all the Sultanate’s provinces, through the coordination with the Ministry of Tourism to provide information booklets of the Omani citadels and forts in Arabic and foreign languages. This comes in addition to the trained tourist guides who shed to the light on their development and the history of Oman throughout.
Work is underway to repair the forts of Bahla, Smael, Awabi and Al Khabib in the municipality of Smad Al Sha’n, in addition to the forts of Masnaa, and Al Mansour in Rustaq Province, the tower of Asoud Al Hedoudi in Shenas Province and the mosque of AL Qabel. This comes in addition to other repairing projects that succeeded to regain citadels and forts to the previous condition during the establishment, namely because the same building materials have been used in repairing. As well, the repairing of the citadels of Qazah, and Bekhaa, the forts of Al Ma’mour, Yanqil, Hefit, Beit Al Ned in Makhsa, and the Fort of AL Khabourah, and the tower of Al Mo’tared in Al Qabil Province, besides fencing the ancient cemeteries in the municipality of Hamra Al Drou’ in Ebri and the Province of Thamrit have been completed. As a continuation in the plans to develop citadels and forts, the Ministry of Tourism has finished the development of Nizwa citadel, by building a monumental museum inside it and some other modern facilities. The citadel is considered one the key ancient buildings in the Sultanate, as it lies in the middle of Nizwa Province with its impregnable cylindrical tower. As well, the fort of Taqah, the most important forts in Zefar Province and the fort of Khesb in Musandam Governorate have been developed and opened to visitors.

Egypt is spinning out of control. But it's not only the fault of the ruling military junta -- the protesters in the street deserve plenty of blame, too.

CAIRO —Tahrir Square smells like piss. It is no surprise. After all, people had been living there in a tent camp for weeks. Yet the stench is also fitting for Egypt's current impasse. Egyptians -- soldiers, police, activists, soccer hooligans called "ultras," and others -- have abused this ostensibly hallowed ground at various moments since Hosni Mubarak's unexpected fall almost a year ago.
The latest affront to the revolutionary promise of Tahrir came this past weekend, just to the south of the square on Qasr al-Aini Street, where Egypt's parliament and cabinet buildings sit. There, military police and protesters engaged in a pitched battle using rocks, glass, metal, truncheons, and Molotov cocktails. At one point, an Egyptian soldier standing on the roof of the cabinet building literally appeared to urinate on the protesters below. (The symbolism was lost on no one.)
The proximate cause of Cairo's current spasm of violence was the military police's ill-advised effort to clear a relatively small number of protesters from in front of the cabinet building. The clashes, however, have revealed a deeper, more profound problem afflicting Egypt. The country has retreated from the moment of empowerment and national dignity that the uprising symbolized and is now grappling with a squalid politics and the normalization of violence.
What is perhaps most disturbing is that the weekend's battle, which left 10 dead and hundreds injured, didn't seem to have a point. The young toughs who descended on Qasr al-Aini Street after news spread of the Army's efforts to clear the area seemed less concerned with principle than combat. Having cut their teeth and paid for it with the loss of 45 lives in late November clashes with the police and military, these kids seemed to be looking for payback. Qasr al-Aini Street bellowed with chants of "Death to the field marshal" -- a reference to Supreme Council of the Armed Forces (SCAF) head Gen. Mohamed Hussein Tantawi -- rather than the significantly more inspiring "Freedom! Freedom!" that echoed through the concrete canyon of Tahrir during the January uprising.
How did Egyptians get to this warped, demented, bizarro version of Tahrir Square? It is easy to blame the SCAF, as so many have, but the generals have also had a lot of help. Each of Egypt's primary political actors -- the military, revolutionary groups, Islamists, and liberals -- have contributed mightily to the country's current political impasse and economic collapse through a combination of incompetence, narcissism, and treachery. This has left a society on the edge, one in which minor traffic accidents become near riots, soldiers beat women with reckless abandon, and protesters burn the building containing some of Egypt's historical and cultural treasures.
The military command, which handled the 18-day uprising so well, has compensated for its lack of political acumen with brutality. The combination of both suggests a military command adrift with no real grasp of the political dynamics of the society they lay claim to protect and lead. It is not clear to whom, exactly, Egypt's generals were listening in February when they drew up plans for handing power over to civilian rule, but they have presided over a transition that has sown confusion and heightened tension -- all in the name, ironically, of stability.
The sorry state of Egypt's transition reveals a central problem with the generals' administration of the country. They come up with ideas with the help of a domestic intelligence apparatus that is more brutal than shrewd, toss them out into the public square, gauge how people react, and adjust accordingly. This is terribly destabilizing because rather than doing what is right, they try to situate everything they do in that sweet spot of public opinion. When the fortunes of the revolutionary groups were high, the SCAF responded to their demands. Now, the officers are dialed into that mythical, great "silent majority" that they believe is opposed to the protests.
In a Dec. 19 press conference, Maj. Gen. Adel Emara sought to reinforce that point when he argued that the people on Qasr al-Aini Street did not represent the uprising that toppled Mubarak and that the protesters, not the military, had instigated the violence. Emara was correct on the first point but clearly departed from the facts on the second. The officers seem to be convinced that they have the pulse of the Egyptian people, but the problem is that if this majority is actually silent, how can the officers know what these people are thinking? Indeed, they don't know.
The three-round parliamentary elections -- a marathon process that began in November and will not end until January 2012 -- represents another source of friction. The officers may have felt vindicated by the large and mostly trouble-free first round, but when they woke up to the fact that Egyptians seem to want to invest the parliament with a strong popular mandate, they had second thoughts about the wisdom of their "silent majority." That's why Maj. Gen. Mukhtar al-Mulla tolda group of foreign journalists on Dec. 7 that despite the strong turnout, the parliament will not actually be able to "impose anything" on the Egyptian state.
It's unclear how the military will justify this position, but watch out. Such statements put it on a collision course with the Muslim Brotherhood, which has dominated the parliamentary elections. Whatever happened on Qasr al-Aini Street and Tahrir over the weekend will ultimately pale in significance to the coming struggle between the military and the Brothers, who believe that they, not the military, enjoy a popular mandate.
The revolutionaries have much to answer for as well. With all the creativity and energy that went into bringing Mubarak down and is currently going into plans to transform Egyptian society, there has also been much narcissism and revolutionary navel-gazing. The instigators of Mubarak's fall have seemed to be more focused on burnishing their revolutionary cred on Twitter and Facebook -- which are not accessible to the vast majority of Egyptians -- than doing the hard work of political organizing. For months, the revolutionaries have largely spurned the political process that began after Mubarak's ouster. After they were trounced in the March 19 constitutional referendum, many tuned out and began searching for ways to recapture the lightning in a bottle that was January 25.
But they have largely failed to do so. The 17 "Fridays of …" over the spring and summer reflected political goals less than a "I protest, therefore I am" sensibility. It culminated with a two-week sit-in at Tahrir Square that --because it brought Cairo to a halt and deteriorated into a carnival of self-congratulation rather than a serious political statement -- did much damage to the revolutionaries in the eyes of sympathetic Egyptians. All through the spring and summer, while the revolutionaries were imagining themselves as a permanent revolution against the military, the hated felool("remnants" of the old regime), or anyone who dared disagree with them, the Muslim Brothers were hard at work, taking advantage of the greatest political opportunity they have had since a schoolteacher named Hassan al-Banna founded the group in December 1928.
If the revolutionaries and their supporters are now stunned that the Islamists -- both the Brotherhood and the Salafists -- are set to dominate post-uprising Egypt, they must take a hard look at what they have done, or not done, over the last 11 months. Indeed, their ability to read Egyptian public sentiment is as bad as that of the military, and a good deal more myopic.
The Muslim Brothers are just about the only ones who have played post-Mubarak Egypt well. Although they did not instigate the uprising, they understood how events were unfolding and helped hasten the demise of a regime they reviled. Additionally, unlike the revolutionaries, the Brothers shrewdly put themselves in a position to prevail. It is not the revolutionaries who scare the military -- it is the Brotherhood, which is capable of displacing the officers as the source of authority and legitimacy in the political system.
Now that the Brothers are poised to dominate parliament, what will be their approach to politics? So far, they have adopted a pragmatic path in an effort to persuade Egyptians and the international community that they can be good stewards of Egypt. For example, the Brothers have reached out to business leaders in Egypt and abroad to solicit their advice on managing the economy and have evinced a decidedly moderate public posture on questions related to minority rights, women, and tourism. This makes sense, given the organization's worldview and historical political strategy, which has always been that time is on its side.
But one should not expect the Muslim Brotherhood to wait forever. Huge protests on July 8 and Nov. 18 demonstrated its political power, while at the same time heightening tensions and polarizing the public. It is hard to believe that with Egypt now within their grasp, the Brothers will settle to lead from behind and pass up the chance to realize their historical goal of ruling the country. If the Islamists cannot resist the temptation to rule and govern, they are heading for a mighty showdown with the SCAF.
The optimistic view is that Egyptians are deep in the throes of a wrenching national debate that will take many years to work out, but is nevertheless healthy. It is, however, becoming increasingly difficult to make that case. To be sure, Egypt is a cacophony of ideas, projects, initiatives, and manifestos. Yet there is no moral leadership to give the best of ideas national political meaning and content. Egypt's would-be wise men have tried -- but pro-democracy stalwart Mohamed ElBaradei could not do it during the uprising, and Essam Sharaf was not strong enough politically to withstand the competing demands of the revolutionaries, officers, and Islamists as prime minister. It remains to be seen whether other Egyptian leaders such Amr Moussa, Abdel Moneim Aboul Fotouh, or Khairat El Shater can be that person, but they are all divisive personalities who may do more to undermine social cohesion than repair it.
The result of all this is Tahrir's Frankenstein monster where there is no leadership, no moral force, no common cause, and no sense of decency. Egyptians are in trouble, and there is not much anyone can do to help them. After these spasms of violence you often hear from Egyptians, "This is not Egypt." It is time for them to prove it.

القاهرة – ميدان التحرير تغلبه رائحة البول. ولا عجب فى ذلك. فبخلاف أى شيء، يعيش الناس هناك فى معسكر من الخيام منذ أسابيع. وفى النهاية، تعد هذه الرائحة النتنة مطابقة للمأزق الحالى الذى تمر به مصر. فالمصريون – جنودا وشرطة وناشطين ومتعصبى كرة قدم ممن يسمون "الألتراس" وغيرهم، قد أساءوا إلى تلك البقعة التى تبدو شريفة ظاهريا فى أوقات عديدة منذ السقوط غير المتوقع لحسنى مبارك منذ عام مضى تقريبا.
وجاءت آخر إهانة للوعد الثورى لميدان التحرير الأسبوع الماضى، إلى الجنوب وعلى مقربة من الميدان فى شارع قصر النيل، حيث يقع برلمان ومبانى مجلس وزراء مصر. وهناك، اشتبكت الشرطة العسكرية والمتظاهرين فى معركة مشئومة مستخدمين الحجارة والزجاج والمعادن والهراوات والمولوتوف. وفى مشهد واحد، بدا جندى مصرى واقفا على سطح مبنى مجلس الوزراء وكأنه يتبول بالفعل على المتظاهرين بالأسفل. (وهذا البعد الرمزى لم يغب عن بال أحد).
إن السبب المباشر لنوبة العنف الحالية كان نتيجة الجهود غير المتقنة للشرطة العسكرية بغرض فض عدد قليل نسبيا من المتظاهرين من أمام مبنى مجلس الوزراء. ومع ذلك، كشفت تلك الاشتباكات عن مشكلة أشد عمقا تصيب مصر. لقد تقهقرت الدولة من لحظات انتشاء القوة والكرامة الوطنية التى رمزت إليها الانتفاضة وهى الأن تتصارع مع سياسة قذرة وحالة من تطبيع العنف.
إن ما بيدو وكأنه الأكثر إزعاجا فى معركة عطلة الأسبوع الماضى، والتى خلفت وراءها 10 قتلى ومئات من الحرجى، عدم وجود هدف من وراءها كما يبدو. إن الشباب الصغار العنفوانيين الذين هبطوا على شارع قصر النيل بعد اننشار أخبار عن مساعى الجيش لإخلاء المنطقة يبدون أقل اهتماما بالمبدأ عن اهتمامهم بالقتال. فبعد أن طُرمت أسنانهم ودفعهم الثمن بمقتل 45 فرد فى اشتباكات أواخر شهر نوفمبر مع الشرطة والجيش، بدا وكأن هؤلاء الصغار يبحثون عن الثأر. كان الميدان يجأر بهتافات "الموت للمشير" – إشارة إلى رئيس المجلس الأعلى للقوات المسلحة الجنرال محمد حسين طنطاوى – أكثر من هتافهم بالصيحة الأكثر إلهاما إلى حد كبير "الحرية ! الحرية !" التى كان يسمع صداها خلال البنايات الأسمنتية بميدان التحرير أثناء انتفاضة يناير.
كيف وصل المصريون إلى هذه النسخة المشوهة والمعتوهة والمبتذلة والممسوخة لميدان التحرير؟ من السهل أن نلقى اللوم على المجلس الأعلى للقوات المسلحة، كما يفعل الكثيرون، لكن الجنرالات كان لهم الكثير من العون للوصول إلى ذلك. لقد ساهم كل من الأطراف السياسية الرئيسية فى مصر والجيش والمجموعات الثورية والإسلاميين والليبراليين بشكل عتىّ فى المأزق السياسى الحالى الذى تمر به مصر، وكذا الانهيار الاقتصادى، وذلك من خلال تركيبة من انعدام القدرة والنرجسية والخيانة. وهذا الأمر خلف مجتمعا على الحافة، مجتمع تصبح فيه الحوادث المرورية الصغرى ما يقرب من أعمال شغب، ومجتمع يضرب فيه الجنود النساء ويتركونهم دون اكتراث، ويحرق فيه المتظاهرون المبنى الذى يحتوى على بعض تراث مصر التاريخى والثقافى.
إن القيادة العسكرية، التى تعاملت مع الانتفاضة التى استمرت 18 يوم بشكل جيد للغاية، استعوضت عن افتقادها للفطنة السياسية بالوحشية. والجمع بين تلك الصفتين يشير إلى تأرجح القيادة العسكرية دون إى إمساك حقيقى للفعاليات السياسية فى المجتمع الذى يدعون أنهم يحمونه ويقودونه. لا يبدو واضحا من بالضبط قد اسمتع له جنرالات مصر فى فبراير عندما رسموا خطط نقل السلطة للحكم المدنى، لكنهم ترأسوا مرحلة انتقالية زرعت التخبط والمزيد من التوتر – كل ذلك باسم الاستقرار، على نحو ساخر.
تظهر الحالة المؤسفة لتحول مصر مشكلة أساسية فى إدارة الجنرالات للدولة. لقد خرجوا بأفكار بمساعدة جهاز مخابرات داخلى وحشى أكثر من كونه ماهرا، لتُلقى بتلك الأفكار فى الميدان العام، وتقيس رد فعل الشعب وتتكيف وفقا لذلك. وهذا أمر يدعو لعدم الاستقرار إلى درجة مفزعة لأنه بدلا من عمل ما هو صحيح، يسعون إلى وضع كل شئ يفعلونه فى منطقة إرضاء الرأى العام. عندما كانت أسهم المجموعات الثورية عالية، كان المجلس الأعلى للقوات المسلحة يستجيب إلى طلباتهم. والآن، يقيس الضباط بهذا الكيان الأسطورى الكبير من "الأغلبية الصامتة" التى يعتقدون أنها مناهضة للتظاهرات.
فى المؤتمر الصحفى الذى عقد يوم 19 ديسمبر، سعى اللواء عادل عمارة إلى تدعيم تلك الفكرة عندما جادل قائلا إن هؤلاء الناس فى شارع قصر النيل لا يمثلون الانتفاضة التى أسقطت مبارك وأن المتظاهرين، وليس الجيش، هم من أثاروا العنف. لقد كان عمارة محقا فى النقطة الأولى ولكنه ابتعد عن الحقائق فى النقطة الثانية. يبدو أن الضباط على قناعة بأنهم يمتلكون نبض الشعب المصرى، ولكن المشكلة تكمن فى أنه لو أن هذه الأغلبية بالفعل صامتة، كيف يتكمن الضباط من معرفة ما يفكر فيه هذا الشعب؟ وبالفعل، هم لا يعرفون.
إن الانتخابات البرلمانية المقسمة لثلاث مراحل – عملية السباق الطويل الذى بدأ فى نوفمبر ولن ينتهى حتى يناير 2012 – تمثل مصدرا آخر للتشرذم. ربما شعر الضباط بتبرءتهم عندما خرجت المرحلة الأولى من الانتخابات التى كادت أن تخلو من المشكلات، لكنهم عندما استيقظوا على حقيقة أن المصريين يبدو وأنهم يريدون استغلال البرلمان للحصول على التفويض الشعبى القوى، فكروا ثانية فى حكمة ما يرونه فى صفهم من "أغلبية صامتة". ولهذا السبب أخبر اللواء مختار الملا مجموعة من الصحفيين الأجانب فى يوم 7 ديسمبر بأنه على الرغم من الإجمالى الضخم للناخبين، لن يكون البرلمان قادرا بالفعل على "فرض أى شئ" على الدولة المصرية.
لا يبدو واضحا كيفية تبرير الجيش لهذا الموقف، ولكن خذار. تلك البيانات تضع الأمر فى صدام مع الأخوان المسلمين، التى كان لها السيادة فى الانتخابات البرلمانية. وأيما كان قد حدث فى شارع قصر النيل والتحرير خلال العطلة الأسبوعية سوف يتضاءل أهمية كل هذا مقارنةً بالصراع المقبل بين الجيش والأخوان، الذين يرون أنفسهم، وليس الجيش، من يتمتع بتفويض شعبى.
وعلى الثوار تقديم الكثير من الإجابات أيضا. مع كل هذا الإبداع والطاقة التى دفعت بسقوط مبارك وحاليا يخوضون فى خطط لتحويل المجتمع المصرى، كان هناك أيضا الكثير من النرجسية والاستغراق فى محدودية الرؤية. إن مشعلى إسقاط مبارك يبدون وكأنهم أكثر انشغالا بتلميع مصداقيهم الثورية على التويتر والفيسبوك – وهى وسائط ليست متاحة للأغلبية العظمى من المصريين – أكثر من القيام بعمل شاق للتنظيم السياسى. وعلى مدار شهور، يرفض الثوار بشدة العملية السياسية التى بدأت بعد إسقاط مبارك. بعد أن انهزموا بشدة فى الاستفتاء الدستورى يوم 9 مارس، تحول الكثيرون وبدأوا يبحثون عن طرق لإعادة اختطاف ما أصبح مستحيلا – وهو 25 يناير.
لكنهم فشلوا فى تحقيق ذلك إلى حد كبير. إن "جُمعات ...." التى يصل عددها إلى 17 جمعة خلال الربيع والصيف عكست أهداف أقل من إدراك مفهوم "أن أتظاهر، إذا أنا موجود". إن تطور الأمر إلى اعتصام لمدة أسبوعين فى ميدان التحرير – لأنه أعاد القاهرة إلى حالة من الجمود ثم تدهور إلى كرنفال للاحتفال بالذات بدلا من تقديم بيان سياسى جاد – أصاب بشدة من قدر الثوار فى عين المصريين الذين تغلبهم العاطفة. وخلال الربيع والصيف، وبينما تخيل الثوار أنفسهم ثورة دائمة ضد الجيش، والفلول المنبوذين (باقى النظام القديم) أو أى أحد يجرؤ على الاختلاف معهم، كان الأخوان المسلمون يعملون بشكل جاد، ليستفيدوا من أعظم فرصة سياسية حصلوا عليها منذ أن أسس المدرس حسن البنا الجماعة فى ديسمبر 1928.
إذا كان الثوار وداعموهم مذهولين الآن من أن الإسلاميين – الأخوان والسلفيين – مستعدين الآن للسيطرة على مصر ما بعد مبارك، فعليهم أن يطيلوا النظر فيما فعلوه، أو لم يفعلوه، خلال الأحد عشر شهرا الماضيين. بالفعل، إن قدرتهم على قراءة مشاعر العامة فى مصر سيئة كمثلها لدى الجيش، علاوة على الكثير من قصر النظر.
ربما يكون الأخوان المسلمون هم وحدهم من لعب جيدا على مصر ما بعد مبارك. بالرغم من أنهم لم يشعلوا الانتفاضة، فقد فهموا كيف تتكشف الأحداث وساعدوا على رحيل النظام الذى احتقروه. بالإضافة إلى ذلك، وعلى العكس من الثوار، وضع الأخوان أنفسهم بمهارة فى وضعية السيادة. ليس الثوار هم من يفزع الجيش، وإنما الأخوان، الذين هم قادرون على خلع الضباط باعتبارهم مصدر السلطة والشرعية فى النظام السياسى.
والآن والأخوان متأهبون للسيطرة على البرلمان، ما هو مدخلهم للسياسة؟ حتى الآن، يتبعون مسلكا براجماتيا بهدف إقناع المصريين والمجتمع الدولى بأنهم يمكنهم أن يكون رعاة صالحين لمصر. على سبيل المثال، يتواصل الأخوان مع القيادات من رجال الأعمال فى مصر والخارج لالمتاس نصائحهم بشأن إدارة الاقتصاد وبرهنوا على رؤيتهم العامة المعتدلة بشكل ثابت حول القضايا المتعلقة بحقوق الأقليات والنساء والسياحة. وهذا يبدو معقولا، إذا نظرنا إلى الاستراتيجية التاريخية السياسية للتنظيم ورؤية العالم له، والتى دائما ما تكون فى صالحه فى هذا التوقيت.
ولكن لا ينبغى أن يتوقع أحد أن الأخوان المسلمين سينتظرون للأبد. لقد أظهرت تظاهرات 8 يوليو و 18 نوفمبر قوتهم السياسية، بينما فى نفس الوقت زادت من التوترات واستقطاب لعامة الشعب. من الصعب الاعتقاد بأنه، ومصر الآن فى قبضتهم، سوف يستقر الأخوان على القيادة من الخلف وتمرير فرصة تحقيق هدفهم التاريخى لحكم الدولة. إذا لم يقاوم الإسلاميون أغراءات الحكم والسيطرة، فهم يتجهون نحو مواجهة حاسمة مع المجلس الأعلى للقوات المسلحة.
تقول الرؤية المتفائلة بأن مصر تستلقى فى سكرات عمقية من الجدل الوطنى المؤلم الذى سيستغرق سنوات كثيرة كى يرى النور، ولكنه أمر صحىّ على الرغم من ذلك. مع هذا، أصبح من الأكثر صعوبة الوصول إلى تلك الحالة. وللتأكيد، فمصر عبارة عن متضادات من الأفكار والمشروعات والمبادرات والبيانات الرسمية. وإلى الآن، لا توجد قيادة أخلاقية تقدم أفضل الأفكار للمعنى والمحتوى السياسى والوطنى. ولقد سعى ما يدعى بالرجال الحكماء فى مصر - ولكن الرجل الصلب المنادى بالديمقراطية محمد البرادعى لم يستطع أن يفعل ذلك خلال الانتفاضة، ولم يكن عصام شرف، باعتباره رئيسا للوزراء، قويا بشكل كافى على المستوى السياسى لكى يصمد أمام المطالب المتناحرة للثوار والضباط والإسلاميين. ويبقى أمامنا أن نرى ما إذا كان أى القادة المصريين مثل عمرو موسى وعبد المنعم أبو الفتوح وخيرت الشاطر يمكنه أن يكون هذا الشخص، ولكنهم كلهم شخصيات انقسامية يمكنها أن تفعل المزيد لتقويض الترابط الاجتماعى أكثر من إصلاحه.
ونتيجة كل هذا أن هناك وحش فرانكشتاين فى التحرير، حيث لا يوجد قيادة ولا يوجد قوة أخلاقية ولا يوجد قضية مشتركة ولا يوجد أى إحساس بالاحتشام. المصريون فى مشكلة، ولا يوجد من يمكنه أن يقدم لهم يد العون. وبعد كل تلك النوبات من العنف، عادةً ما تسمع المصريين يقولون "هذه ليس مصر". ولقد حان الوقت لكى يثبت المصريون ذلك.

منطلقات قيام مجلس التعاون جاءت واضحة في ديباجة النظام الأساسي وتمثلت في ما يربط دول المجلس من علاقات خاصة، وسمات مشتركة، وأنظمة متشابهة أساسها العقيدة الإسلامية ، والإيمان بالمصير المشترك ووحدة الهدف ، وان التعاون فيما بينها إنما يخدم الأهداف السامية للأمة العربية.
فعندما توصل أصحاب الجلالة والسمو قادة دول المجلس في قمة أبو ظبي في 21 رجب 1401هـ الموافق 25 مايو 1981م إلى صيغة تعاونية تضم الدول الست (دولة الإمارات العربية المتحدة، مملكة البحرين، المملكة العربية السعودية، سلطنة عمان، دولة قطر، دولة الكويت) ، لم يكن القرار وليد اللحظة ، بل تجسيداً مؤسسياً لواقع تاريخي واجتماعي وثقافي .
وأهداف مجلس التعاون التي نص عليها نظامه الأساسي ، تتمثل في تحقيق التنسيق والتكامل والترابط بين الدول الأعضاء في جميع الميادين وصولا إلى وحدتها ، وتوثيق الروابط بين شعوبها ، ووضع أنظمة متماثلة في مختلف الميادين الاقتصادية والمالية ، والتجارية والجمارك والمواصلات ، وفي الشؤون التعليمية والثقافية ، والاجتماعية والصحية ، والإعلامية والسـياحية ، والتشـريعية ، والإدارية ، ودفع عجلـة التقـدم العلمـي والتقني في مجالات الصناعة والتعدين والزراعة والثروات المائية والحيوانية ، وإنشاء مراكـز بحـوث علميـة وإقامة مشـاريع مشـتركة ، وتشـجيع تعـاون القطاع الخاص .
Translation - English Foundations & Objectives of The Gulf Cooperation Council (GCC)
The objectives behind the establishment of GCC come out quite obvious in the preamble of the Charter, as represented in the special relations, the common characteristics, the similar systems based on the Islamic Shari’a, the belief in the common destiny and united goal, that bind GCC member states. In addition, cooperation between the states serves the sublime goals of the Arab nation.
On Rajab 21st, 1401 (AH), May 25th, 1981, during Abu Dhabi Summit, when Their Majesties and Highness, the leaders of GCC countries reached a formula including the six member states, i.e. the United Arab Emirates (UAE), Kingdom of Bahrain, Kingdom of Saudi Arabia, Sultanate of Oman, Qatar, and Kuwait, the decision has not been taken on the spur of the moment, but rather it was an embodiment of a historical, social and cultural reality in the form of an establishment.
GCC goals, as stated in the Charter, are represented in the achievement of coordination, integration, and cohesion among member states in all fields in a way to reach their unity, fortify the bonds tying their peoples, formulate similar systems in all financial, commercial fields and those related to trade, customs, and educational, cultural, social, health-related, informational, tourist, legislative and administrative affairs. This comes in addition to pushing forward the wheel of scientific and technical progress in the fields of industry, mining, agriculture, water wealth, and animal resources, along with establishing scientific research centers and joint projects, added to promoting cooperation of the private sector.
