به همهى آقايان محترم خوشآمد عرض مىكنم و از خداوند متعال مسألت مىكنم كه اين زحمات و تلاشها را به عين قبول مورد نظر قرار دهد و همه را مشمول توفيق و رحمت و بركات خود قرار دهد.
شعبانيات مباركه را تبريك عرض مىكنيم؛ چه خود ايام شعبان، چه اعياد شعبان؛ بخصوص اين مواليدى كه بر آنها مرور كرديم و ميلاد حضرت بقيةاللَّهالاعظم (ارواحنافداه) كه در پيش داريم و خداوند متعال توفيق دهد بتوانيم به بركت اين وجودات مقدس و مبارك، خودمان را هر چه بيشتر به صراط مستقيم الهى نزديك كنيم.
لازم ميدانم از مجلس كنونىِ خبرگان تشكر كنم كه علىالظاهر آخرين اجلاسيهى خودش را برگزار كرد و در طول مدت مسئوليت، كارهاى باارزشى را انجام داد؛ اولاً اجلاسهاى متعدد و مضاعف - تقريباً دو برابرِ دورهى قبلى - طرح و توجه به مسائل مهم در اين اجلاسيهها و كارهاى جانبىاى كه انجام گرفته است، كه لازم است افكار عمومى در جريان اين تحركات و اين اقدامات قرار بگيرد. مثلاً در دبيرخانه كارهاى خوبى انجام گرفته؛ مانند مجلهى حكومت اسلامى كه شمارههاى متعدد منتشر شده، كه شامل مباحث خوب و تحقيقى است؛ مركز تحقيقاتى راهاندازى شده است كه مسائلى در آنجا مطرح مىشود و مورد پژوهش قرار مىگيرد؛ نشستهاى علمى - تخصصىاى پيرامون مسائل مرتبط با خبرگان گذاشتهاند؛ برنامههاى علمىاى در مسألهى ولايت فقيه و مسائل مربوط به رهبرى با همكارى صدا و سيما توليد و پخش شده و در اختيار مردم قرار گرفته است. اينها كارهاى باارزشى است كه انجام گرفته. بيانيههاى مجلس خبرگان در هر دوره - كه در همين اجلاس هم من بيانيه را ديدم - بسيار متين و شامل مباحث مهم و نشاندهندهى گرايش و جهتگيرىِ مجموعهى زبدگان علمى و سياسى كشور در زمينهى مسائل اصولى انقلاب و نظام است. ما بايد از يكايك آقايان تشكر كنيم.
آنچه كه من امروز عرض مىكنم، مسألهى جايگاه مجلس خبرگان است. مجلس خبرگان در حقيقت يك پشتوانهى عظيمى براى نظام است؛ مثل صندوق ذخيرهى ارزىِ معنوىِ نظام. يك پشتوانه و يك ذخيرهى معنوى است كه بايد حاضر باشد، آماده باشد، پابهكار باشد و بهروز باشد براى هنگام لازم و مورد نياز؛ همچنان كه كشورها نيروهاى مسلحشان را آماده نگه ميدارند، سالهاى متمادى در پادگانهايشان هستند و عملاً كارى انجام نميدهند؛ ليكن براى لحظهى مورد نياز بهروز و آماده نگه ميدارند. مسألهى مجلس خبرگان، يك چنين چيزى است. اگر اين مجلس نباشد، در آن ساعت فقدان و خلأ رهبرى، هيچ دست و انگشتى گرهگشاى مشكلى كه پيش خواهد آمد، نخواهد بود. اين، آن مجلسى است كه كار آن در لحظهى بحران و در لحظهى لزوم گرهگشايى اساسى است. اين مجلس بايد هميشه باشد، هميشه آمادهى به كار باشد، متوجه اوضاع باشد، مسائل جارى، مهم و اساسى كشور را دائماً مورد سنجش قرار دهد و براى آن لحظهاى كه نياز هست، آن كار اصلى خودش را - كه انتخاب رهبرى است - انجام دهد. اين، اهميت مجلس خبرگان را نشان مىدهد. در لحظهى بحران، نقشآفرينى منحصر به اين مجلس است.
و انسان مىبيند كه اين سازوكارى هم كه قانون اساسى براى تشكيل مجلس خبرگان فراهم كرده است، عاقلانهترين و متينترين سازوكار است. والّا اگر قرار بود در لحظهى نياز، آن وقتى كه بايد از سوى مردم رهبر انتخاب شود يا از سوى گروه خاصى انجام بگيرد - كه سابقه نداشت - براى آن گروه قطعاً مشكلات و معضلاتى پيش ميآمد كه قابل حل نبود. قانون اساسى، مردم را به شكل انتخابات خبرگان، به طور كامل در متن قضيه وارد كرده است؛ مردم انتخاب ميكنند، اين ذخيرهى معنوى را براى كشور ايجاد ميكنند و اين ذخيرهى معنوى در هنگام لزوم، كارى را كه بايد انجام بدهد، انجام مىدهد. اين كار اصلى است و اهميت مجلس خبرگان را از اينجا ميتوان فهميد.
خوب، آنچه كه بر اين معنا مترتب است، الزاماتى است كه اين جايگاه و نقش مهم، با خود همراه مىآورد. اين طبيعى است، هر چه كار مهمتر و نقش اساسىتر و محوريتر باشد، طبعاً الزامات هشداردهندهترى در كنار آن وجود خواهد داشت.
اولين چيزى كه جزوِ الزامات اين جايگاه به حساب ميآيد، اين است كه ما مجلس خبرگان را در وضعى قرار دهيم كه براى مردم اطمينانبخش و مورد قبول و اعتماد آنها باشد. هر گونه حركتى كه به تضعيف جايگاه مجلس خبرگان بينجامد، نقطهى مقابل اين رويكرد است. مجلس خبرگان را نبايد تضعيف كرد. مردم وارد ميدان مىشوند، فكر ميكنند، مطالعه ميكنند، مشورت ميكنند و رأى ميدهند و اين مجلس تشكيل مىشود؛ پس مجلسى است كه خود مردم آن را تشكيل دادهاند، كما اينكه همين مجلسى كه شما آقايان محترم در اين دوره نماينده هستيد، در هشت سال پيش از اين كه بنا بود انتخابات آن انجام بگيرد، تبليغاتى براى عدم شركت مردم در اين انتخابات از ماوراى مرزهاى ما شروع شد؛ يعنى رسانههاى بيگانه از مدتى قبل از انتخابات، يك برنامهى طولانىاى را شروع كردند تا مردم را نسبت به انتخابات خبرگان دلسرد كنند، آن را كماهميت و بىفايده جلوه بدهند و مانع از حضور مردم بشوند. مثل هميشه آن حرفها يك پژواكهايى هم در داخل داشت و متأسفانه در داخل هم كسانى دنبالهى همان صداها را گرفتند تا اينكه مردم را از پاى صندوقهاى رأى دور كنند و نگذارند. از چند ماه قبل از انتخابات خبرگان، اين كار انجام گرفت. خوب، مردم علىرغم همهى اينها آمدند، هجده ميليون - كه يك رقم بسيار بالايى است - در يك چنين انتخاباتى وارد شدند، رأى دادند و بحمداللَّه اين مجلس تشكيل شد.
مردم اعتماد ميكنند؛ نبايد اين اعتماد آنان به هيچ كيفيتى خدشهدار شود؛ چه در تبليغات گوناگونى كه مربوط به اين مجلس است - كه حالا اينطور چيزها را در پيش خواهيم داشت - و چه در اظهارات گوناگون با انگيزههاى سياسى يا غيرسياسى. چيزى كه مردم را نسبت به اين مجلس مهم و مؤثر و اجتنابناپذير مردّد كند و اعتماد آنها را كم كند، نبايستى از افراد صادر شود. اين يكى از الزامات است كه نبايستى بگذاريم با اظهارات نسنجيده، اعتمادى كه مردم دارند و اظهار كردهاند و چند دوره اين اظهار اعتماد تكرار شده است، متزلزل بشود.
كار ديگرى كه بايد انجام بگيرد، اين است كه اين مجلس بايد از وزانت برخوردار باشد؛ يعنى كسانى در اين مجلس شركت بكنند كه بعد از آن كه مورد انتخاب قرار گرفتند و اينجا آمدند، آن وزانت و موقعيت لازم را از لحاظ علمى، سياسى، وجههى اجتماعى و ديانت داشته باشند كه در آن روزى كه آنها بناست يك انتخابى انجام بدهند، اين انتخاب آنها مردم را خاطرجمع كند. پس وزانت اين مجلس هم يكى از مسائل بسيار مهم است.
صاحبان صلاحيت هم بايستى سعى كنند كه خود را در معرض اين كار قرار بدهند؛ يعنى واقعاً هر كسى كه احساس مىكند مىتواند و صلاحيت اين كار را دارد كه در يك چنين مجلسى براى تكليف و براى خاطر خدا عضو باشد و وظيفهاى را كه در موعدى كه خداى متعال از آن خبر دارد و ما خبر نداريم، بر عهدهى آنها خواهد گذاشت، آن را آزادانه، مستقل و با توجه به تكليف شرعى انجام بدهد، كسى كه يك چنين خاطرجمعىاى را از خود دارد، به نظر من وظيفهى شرعىِ اوست كه خودش را در معرض اين معنا قرار بدهد و به ميدان بيايد. ما در مورد انتخاباتهاى ديگر هم بارها گفتهايم، كسانى كه در انتخابات رياست جمهورى، نمايندگى مجلس و امثال اينها در خود صلاحيت مىبينند كه به داخل ميدان بيايند؛ اما در اينجا اين مسأله از آن انتخاباتها مؤكّدتر است. آن كسانى كه واقعاً احساس ميكنند اين صلاحيت و توانايى را دارند، بيايند، وارد اين ميدان بشوند و خودشان را در معرض انتخاب مردم و حضور در اين مجلس مهم و محترم قرار بدهند. آحاد مردم هم بايد وظيفه بدانند. حالا ما انشاءاللَّه در فرصت خود دربارهى مجلس خبرگان به مردم مطالبى عرض خواهيم كرد و توصيههايى داريم كه انشاءاللَّه براى مردم ميگوييم. دير نشده است. اجمالاً اينجا عرض بكنيم كه اين، يك وظيفهى عمومى است؛ همه احساس كنند وظيفه دارند كه اين كار را انجام بدهند. اين هم يكى از چيزهايى است كه بايد براى حفظ اعتبار اين مجلس مورد توجه باشد.
اين مجلس جاى مسائل خطى و جناحى و دستهبازى و گروهبازى نيست؛ هدف اين مجلس و آن مقصود و غرضى كه براى آن به وجود آمده، يك مسألهى كاملاً عمومى و ملى است. مسألهاى نيست كه انگيزههاى جناحى و خطى و مخالفتهاى سليقهاى و اينها حق داشته باشند كه در كار اين مجلس دخالت كنند. اين مجلس بالاتر از اين حرفهاست. بنابراين صاحبان عقايد و سلايق سياسى ميتوانند در همه جا، از جمله در اين مجلس حضور داشته باشند؛ ليكن جاى اعمال اين اغراض و اين جناح و خطگراييها اينجا نيست. بايد از اين انگيزههاى جناحى جداً پرهيز كرد.
من آنچه كه دربارهى وضع كنونى كشور ميتوانم به شما آقايان محترم عرض بكنم، اين است كه بحمداللَّه و حسنتوفيقه، وضع عمومى كشور در همهى بخشها رو به جلو و پيشرفت است. مبادا بعضى از محاسبات موقتى يا بعضى از پديدههاى كوتاهمدت و موقت، ما را از نگاه بلندمدت نسبت به آنچه كه وجود دارد، غافل كند و دور بيندازد؛ نه، ما حقيقتاً رو به جلو و به سمت اهداف انقلاب حركت كردهايم و الان در كشور آنچه كه واضح و محسوس است، شتاب گرفتن فعاليتهاى سازندهى كشور است. حقاً و انصافاً مسئولان كنونى در حركت به سمت كارهاى لازمى كه براى كشور متصور هست، با شتاب، با حركت سريع و بدون تفويت فرصت دارند حركت مىكنند؛ جهتگيريها و هدفگيريهايشان هم درست است. هدفگيرى «عدالت اجتماعى» هدفى است كه همهى ما دنبال آن هستيم؛ اصلاً فلسفهى وجود ما اين است. يا هدف «رسيدگى به مناطق محروم و مناطق دوردست» اينها جزوِ آرزوهاى ماست.
در مجموعهى كسانى هم كه امروز در دولت و قوهى مجريه مشغول فعاليت هستند، انسان مشاهده مىكند كه ذهنهاى باز، فعال و نگاههاى عالمانه در بين آنها زياد است. علاوه بر آنچه كه انسان در نشانههاى كارى آنها مىتواند ببيند، در گزارشهاى رسمى و اطلاعاتى و ديدارهايى كه ما با بعضى از وزراى محترم داريم، انسان دارد مشاهده مىكند و مىبيند ذهنيت منطقى، متكى به نگاه علمى و دور از مسامحهكارى در محاسبه وجود دارد. الان، برنامهها اينطور است. دارند فكر ميكنند، كار ميكنند، بررسى ميكنند و بىوقفه اقدام ميكنند و حركت ميكنند؛ اين خيلى مغتنم است. يك مجموعهى جوان، پُرنشاط و تازهنفس وارد ميدان شدهاند و دارند خوب كار ميكنند. من ميشنوم و مىبينم تبليغاتى را كه از اطراف - عمدتاً هم از مخالفان خارج از كشور و مخالفان اصل نظام - عليه جهتگيريهاى كنونى وجود دارد، اين جلو چشم ماست؛ ما همهى اين خبرها را مىبينيم، ميشنويم و مىفهميم كه آماج اين تبليغات، چه كسانى هستند و ذهن چه كسانى را ميخواهند از واقعيتها منحرف كنند. واقعيت اين است كه عرض كرديم؛ در همهى زمينهها به معناى حقيقى كلمه دارد كار انجام مىگيرد؛ آن هم كار خوب. خوب، اثرش هم اين بوده است كه در مردم - بخصوص در جوانان - حقيقتاً نشاطى به وجود آمده است؛ نشاط كار، اميد و نگاه به آينده؛ اين را هم انسان از مراجعات مردم و از اطلاعاتى كه انسان دارد، مىفهمد و لمس مىكند.
در عرصهى سياست خارجى هم همينطور است. ما امروز در زمينههاى سياست خارجى تحرك و نشاطمان خوب است و انسان اين تحرك و نشاط و فعاليت وسيع را مىبيند كه هست. ابتكار عمل هم در بسيارى از مسائل جهانى در دست نظام جمهورى اسلامى است؛ بخصوص در مسائل منطقهاى. اين يك پديدهى كمسابقه و كمنظيرى است كه ابتكار عمل در دست مسئولان نظام جمهورى اسلامى است. اينطور نيست كه منتظر نشسته باشند تا ديگران يك حرفى بزنند و اينها هم به مخالفت يا موافقت يك چيزى بگويند؛ نه، اينها اقدام و ابتكار ميكنند. خوشبختانه حوادثى هم كه پيش آمده - كه حقيقتاً امدادهاى الهى است - اينها هم كمك كرده است. همين حادثهى شگفتآور لبنان يكى از اين حوادث است. حقيقتاً مصداق: «و ما رميت اذ رميت و لكن اللَّه رمى» همين حادثهى لبنان بود. خدا دست قدرتمند الهى اين جوانها را مثل «زُبر الحديد» آنچنان در اين ميدان دشوار نفوذناپذير كرد كه [نقص نوار] عظيم و مهمى بود اين حادثه. ارتشى كه كشورهاى قوى همسايهى آن تصور نميكردند كه بتوانند در مقابل آن مقاومت كنند، چه برسد به اينكه به آن اينطور ضربه وارد كنند. دشمن صهيونيستى در لبنان، آن هم در مقابل بخشى از امكانات لبنان، نه فقط متوقف شد، بلكه ضربه هم خورد، بر او خسارت وارد آمد، بىآبرو شد و نتوانست بيايد اهدافى را كه ترسيم كرده بود؛ حتّى عُشرى از آنها را هم تصرف كند و به آن اهداف دست پيدا كند. اين خيلى حادثهى عجيبى است. مخالفان و معاندين اسلام و مسلمين حاضر نيستند اين را به زبان اعتراف كنند؛ اما در لابهلاى حرفهاى آنها كاملاً مىشود فهميد. اينها مبهوتند! ماندهاند! يك حادثهى عظيمى است كه اصلاً قابل فهم و تحليل نيست. حالا ميخواهند بنشينند دربارهاش بحث و تحليل كنند و ببينند چه شد كه اينطور شد؛ اما شد. اين امداد و لطف الهى بود كه با مجاهدت و تلاش به دست آمد.
در خود فلسطين هم همينطور است؛ همين پيروزى حماس در چند ماه قبل از اين در انتخابات مردمى روى كار آمدن دولت حماس؛ به زبان يك حرف آسانى است. حماس، يك گروهى كه تحت تعقيبِ هم دشمن غاصب و هم آن حكومتى كه با همراهى دشمن غاصب بر سر كار آمده بود و در طول چند سال مورد مطارده و اذيت و آزار آنها بود، و بچهى كوچك و پيرمردشان را در ساحل شرقى و غزه راحت هدف قرار ميدادند و نابود ميكردند؛ اين گروه كه رهبرانش جرئت نميكنند در خود فلسطين حضور پيدا كنند و مورد تهديد قطعى هستند؛ يك چنين گروهى به حكومت در فلسطين برسد! اين اصلاً حادثهى شگفتآورى بود؛ اما اين حادثه اتفاق افتاد.
حالا دشمنان نظام اسلامى و جمهورى اسلام تبليغ ميكنند كه ايران كمك و حمايت كرد، كه حالا اينها حرفهاى غلطى است؛ اما آنچه كه واقعيت دارد، اين است كه ملت ايران و نظام اسلامى و انقلاب اسلامى با اين پيروزيهاى بزرگ - كه همه ميدانند در شعاع حركت انقلابى ملت ايران بود - تقويت شد؛ در اين هيچ ترديدى نيست و اين سابقه ندارد. امروز بعد از سالهاى متمادى، براى جمهورى اسلامى يك چنين موقعيتى پيش آمده است؛ اين، اعتبار جمهورى اسلامى، عزت جمهورى اسلامى، عظمت و نفوذ انقلاب و روانى و رسايى و جاذبهى شعار و پيام انقلاب را براى همهى دنيا روشن كرد. امروز در همهى كشورهاى عربى و بلكه كشورهاى اسلامى، دلهاى جوانها و طبقهى روشنبين جامعه، سرشار و لبالب از دلبستگى به اين شعارها و جهتگيرى است؛ انسان اين را مشاهده مىكند، در گزارشها مىفهمد و از نشانهها و آثارش به دست مىآورد.
خوب، اين كمك به ماست و خوشبختانه در داخل هم ما مشكل اساسىاى نداريم. البته كار سخت است؛ من نظرم هست زمان حيات مبارك حضرت امام (رضواناللَّهعليه) افراد از دستگاههاى مختلف - چه وزارتخانهها، چه دستگاههاى ديگر - پيش امام ميآمدند و شِكوههايى ميكردند: آقا فلان جا چنين نقصى وجود دارد، فلان جا اين اشكال وجود دارد؛ بارها امام در جواب اينها ميگفتند: «آقا! كار سخت است.» در واقع هم همينطور است. از خواستن تا توانستن و از توانستن تا تحقق پيدا كردن، فاصلههاى زيادى است؛ انسان خيلى كارها را ميخواهد بكند، ليكن راه طولانى است و مقدماتى دارد. در طى اين مقدمات نبايد بىحوصلگى كرد. اگر روشن شد كه تلاش دارد انجام ميگيرد و جهتگيرى هم درست است، بايستى منتظر نتايج بود تا انشاءاللَّه به آن نتايج دست پيدا كنيم.
در همين زمينههايى هم كه آقايان فرمودند، خوب كارهايى دارد انجام ميگيرد. خوشبختانه چه در زمينهى مسائل اخلاقى جامعه، چه در زمينهى مسائل فرهنگى و چه در زمينهى مسائل ادارى، مسئولان بىتفاوت نيستند؛ عيب و بيمارى را احساس ميكنند، در مورد آن فكر هم ميكنند و به دنبال علاجش هم هستند و به نتايجى هم ميرسند. البته ممكن است بعضى از اين نتايج درست باشد، بعضى غلط باشد؛ بعضى از راهكارها مؤثر باشد، بعضى مؤثر نباشد؛ اينها هميشه در همهى كارها محتمل است. بالاخره انسان تا به آنجا برسد، كار دشوارى پيش رو دارد.
من آخرين نكتهاى را كه ميخواهم عرض بكنم، اين نگرانى و دغدغهاى است كه بنده به مناسبت حضور موسم انتخابات در كشور ما، از تخريبها دارم. متأسفانه چند وقتى است كه رائج شده؛ من حقيقتاً از اين جهتگيرىاى كه در گوشه و كنار مشاهده مىشود، نگرانم. نه اينكه حالا افراد زياد هم هستند، نه، عدهى كمى هستند؛ منتها همان تحرك عدهى كم، فضاى جامعه را خراب مىكند؛ مثل يك جمعيت هزار نفرى يا دوهزار نفرى كه يك جا نشستهاند، پنج، شش نفر هم دچار سرماخوردگى و سرفهاند و دائم سرفه ميكنند؛ اين كار فضاى مجلس را خراب مىكند؛ واقعاً اينطورى است.
متأسفانه عدهاى با انگيزههاى گوناگون، تا فصل انتخابات مىشود، تخريبهايشان هم از همان نزديكى انتخابات شروع مىشود. حالا بعضى با انگيزههاى سياسى و بعضى با انگيزههاى حتّى دينى اشخاص - چهرههاى سياسى، چهرههاى دينى، چهرههاى انقلابى، موجّهين حوزههاى علميه و حتّى محترمين از علما و روحانيون - را مورد تخريب قرار ميدهند. اين چه كارى است؟! اين نه منطق شرعى دارد و نه منطق عقلايى؛ نه شرع با اين كار موافق است، نه عقل. اگر واقعاً انسان از يك جهتگيرىاى كه خيال مىكند فلان كس يا فلان كسان در آن جهتگيرى هستند، ناراضى است، راهش تخريب و اهانت به اشخاص نيست، راهش اسم آوردن از اين و آن نيست، راهش تبيين است. از اول، حركت انقلاب بر اساس تبيين به وجود آمد و حقايقى تبيين شد. وقتى انسان يك جايى روشنايى را معرفى كرد، تاريكى به خودى خود معرفى خواهد شد. عيبى ندارد تاريكى را هم معين كنند. اسم آوردن از اشخاص، تخريب كردن چهرههاى محترم و موجّه، منطق عقلى ندارد. اگر كسانى هدفشان اين است كه ميخواهند يك خط انحرافى را كور و خراب كنند، راهش اين نيست؛ اين، آن مقصود را حاصل نميكند. از نظر شرعى هم كه معلوم است. اينطور كارها عادتاً خالى از افتراء ناخواسته، دروغ ناخواسته و قول به غيرعلم ناخواسته، نيست. قرآن به ما ميگويد: «لو لا اذ سمعتموه ظنّ المؤمنين و المؤمنات بأنفسهم خيرا»؛ چرا به هم حسنظن نداريد؟ چرا حمل بر صحت نميكنيد؟ خوب شما كسى را قبول نداريد، آن اثرى را كه بر قبول داشتن مترتب مىشود، مترتب نكنيد؛ اما اينكه انسان بيايد دست به تخريب بزند، اين بسيار كار بدى است. من آن چيزى را كه الآن در اين شرايط در باب انتخابات ميخواهم بگويم، همين نكته است. حالا حرفهاى ديگرى در باب انتخابات هست كه بعداً عرض خواهيم كرد. مراقب باشند انتخابات را - بخصوص انتخابات خبرگان را - با فضاى تخريب و مخدوش كردن چهرهى افراد، متهم كردن اشخاص - چه در حوزهها علميه، چه در تهران، چه در شهرستانها - آلوده نكنند. اين از جملهى چيزهايى است كه همه بايد به آن توجه كنند و به آن اهميت بدهند. تا انشاءاللَّه خداى متعال هم راه را باز كند و مردم و دلهايشان را هدايت كند؛ دلهاى مردم دست خداست. ايجاد اميد، ايجاد انگيزه و عزم توفيق حركت كردن به سمت كار و هدف درست، خداى متعال اينها را به انسانها مىدهد. از خداى متعال بخواهيم و به او توكل كنيم. آنچه را هم كه وظيفهى ماست، انجام بدهيم؛ نتيجه را هم به خدا واگذار كنيم. هر چه كه خداى متعال خواست، همان انجام خواهد گرفت؛ انشاءاللَّه آن محصول نيّت و كار خير ما باشد و انشاءاللَّه مطلوب ما باشد. اينطور بايستى حركت كرد.
از خداوند متعال ميخواهيم كه همهى ما را به راه راست و صراط مستقيم هدايت كند و ملت بزرگ، انقلابى، مؤمن و هوشمند ما را در وظايفى كه بر عهدهى اوست، انشاءاللَّه تواناتر و موفقتر بدارد و اين پيشرفتهايى كه انسان در زمينهى علمى، فناورى، سياسى، اقتصادى و غيره مشاهده مىكند يا آثار آن را مشاهده مىكند، انشاءاللَّه اين را روزافزون بفرمايد.

The Most Compassionate the Most Merciful
Please welcome my guests of honor. I ask the Supreme Being to accept all these efforts and endeavors and include all in His own blessings and abundance.
I hereby congratulate on the blessed Shabaniat whether Shaban days or Shaban Eves specifically the recently elapsed Birthdays and Imam Zaman’s upcoming birthday (Peace be upon him). May supreme Being, thanks to these holy and auspicious beings, succeed us in bringing ourselves to the Devine Straight Path as much as possible.
I deem it necessary to expand my thanks to the present Assembly of Expert which apparently held its last meeting, throughout whose term, the said Assembly performed valuable tasks. First of all it convened numerous and double meetings, nearly two times more than the previous term. Attention to the important issues and their putting forward to in such meetings as well as the performed side activities, which is necessary for the public opinion to be well aware of such movements and measures. For example, good measures have been taken in the secretariat such as Islamic Government Magazine which has been numerously published and it includes good and research topics; a research center has been set out in which some issues are set forth and inquired.
Some scientific–specialized conferences concerning the issues of the Assembly of Experts have been held; some scientific programs about the Religious Guardianship issue as well as the issues about the supreme leader by the cooperation of IRIB have been produced, broadcast, and put at the disposal of people. These are valuable measures which have been taken. The Assembly of Experts’ declarations in each term, I saw one of which in this conference, is really sound and includes important subjects and is also a tribute to the tendency and stance of our country’s scientific and political elites concerning fundamental doctrines of the Revolution and System. We ought to thank them all.
What I intend to say today is the position of the Assembly of Experts. The Assembly of Experts is indeed a mainstay for the System; like the spiritual foreign exchange reserve fund for the System. It is a mainstay and a spiritual reserve which should be present, ready, on its toes and up to date for emergencies, whenever necessary. As countries keep their Armed forces ready, as they are kept in their garrisons for years after years and practically do nothing, but at a needed moment, they are made ready and updated. The issue of the Assembly of Experts is of this nature. If there were no such Assembly, in the absence and void of the supreme leader, there would be no hand to puzzle out the solution to the problem which might pop up. This is the very Assembly whose duty is to solve the problems in a critical and necessary condition. This Assembly should exist all the time, should be poised, fully cognizant of the conditions and permanently scrutinize the present, critical and fundamental issues of the country and perform its major function, which is the election of supreme leader for the moment necessary. It shows the importance of the Assembly of Experts. In a crisis, role playing is exclusive for this Assembly.
And one can see whatever the Constitutional Law has provided for the formation of the Assembly of Experts is the most sagacious and firmest one. Otherwise, in the event of emergency, when the supreme leader ought to be elected by people or by a specific group, which was unprecedented, categorically problems and riddles would crop up which were not solvable. The Constitutional Law has thoroughly involved people in the heart of the issue by means of the election of Assembly of Experts; People elect, this creates a spiritual reserve for the country and when necessary, this spiritual reserve will perform whatever it is supposed to do. This is the major task and accordingly the importance of the Assembly of Experts can be construed.
Well, what it implies is the necessities of this important position and role it accompanies. It is natural that the more significant a task is, and the more fundamental and pivotal a role is, the more warning necessities, therefore, accompany it.
The first thing which is considered as a necessity of such position is that we are supposed to put the Assembly of Experts in where it is assuring, acceptable and reliable for people. Any movement ending up in weakening the position of Assembly of Experts is contrary to this approach. No one should weaken the Assembly of Experts. People will step in, think, study, consult and vote; as a result, this Assembly is formed. So it is an Assembly which people themselves have constituted. Eight years prior to the election of the present Assembly of which you honorable people are representative, some propaganda was initiated overseas for not participating in; I mean, before the election, foreign media commenced a long-run program to demoralize our people about the elections of Assembly of Experts, to depict it insignificant and useless and debar people’s attendance. As usual, those words had some reflections at home, and unfortunately some people followed those voices to keep people away from the ballot boxes. It happened some months before the Assembly of Expert’s election. Well, despite all these, people took part, eighteen million, which is very high. They participated and voted in this election, so thank God this Assembly was formed.
People trust; this trust should not be marred whatsoever; whether in different advertisements which are related to it, which we are going to face, or in miscellaneous political or non-political incentives. What makes people hesitant about this significant, important, indispensable Assembly and lessens their trust should not be committed by individuals. This is one of the necessities: the trust that people have, evinced, and have repeated for some terms should not be wavered by impetuous remarks.
Another thing which must be done is that this Assembly should enjoy gravitas; namely those should put their names as candidate for this Assembly that having been elected and placed here, they should scientifically, politically, socially and religiously have that gravitas and the necessary position which when they are expected to elect the supreme leader, their election should assure people. So this Assembly’s gravitas is one of the most important issues as well.
Competent people also should try their best to get involved in this issue, that is to say anybody who feels he has capability and competency for this responsibility to be a member of such an Assembly, for the sake of God, and fulfilling his duties, should perform this responsibility freely, independently, and regarding the religious duties-- the duty which the supreme Being is aware of its time but we aren’t, and which He will put on their shoulders to perform. A person having such confidence, I think, has a religious duty to involve himself in this sense and step in. Concerning other elections, we have said many times that those who feel competent enough for the Presidential elections, membership of parliament, and so on should step in. But, here, this issue is more emphasized than other elections. Those who actually feel they have such competency and capability should step in and expose themselves to people’s vote and participation in this important and honorable Assembly. All walks of life should consider it as a responsibility. In an apt moment, God willing, I will talk to people about the Assembly of Experts, and I have some pieces of advice to tell people. It is not late. I just briefly tell you that it is a general duty; everybody should think that he is responsible to do it. This is another thing that must be taken into consideration for maintaining the validity of this Assembly.
There is no room for favoring Wings, circles, and parties in this Assembly. The aim of this Assembly and the purpose for which it has been created is a thoroughly general and national issue. It is not an issue that parties and incentives and subjective disagreements and things of that ilk to be entitled to meddle with the affairs of this Assembly. This Assembly goes beyond these things. Therefore, those who hold political views and tendencies can take part everywhere including this assembly, but there is no room for the enforcement of these partialities and favoritism here. These party motives should be seriously avoided.
What I can tell you about the present conditions of the country is that, thank God, the overall condition of the country in all aspects is progressive and developing. Beware of letting some provisional calculations or some short–term and provisional phenomena deviate us from a long-term view to whatever exists and cast us away; we have really been progressing forward and to the aims of the revolution, and what is now tangible in our country is the acceleration of constructive activities. Indeed, in movement towards the necessary affairs envisaged for the country, the present officials are moving fast and without further ado; their stance and their zeroing in on their aims are correct.
Аiming at "social justice" is a purpose which all of us are following; in fact the philosophy of our existence is this. The aim “attending to poverty-stricken and far distance regions “ is among our wishes as well.
Among those who are now working in the government and in executive branch, one can see that there exist lots of open and active minds and scholarly views. In addition to what one can see in their work signs , in formal reports as well as in the visits which I pay to some honorable Ministers, one can see the rational mentality, dependence on scientific views, and avoidance of negligence in calculations. Now the programs are like this. They are pondering, working, probing and incessantly taking measures and proceeding. It is very valuable. A group of young, vivacious and fresh people have stepped in and are working well. I hear and observe some propaganda against the present stance, most of which are by the opponents in abroad and cons of the system.
This is before our eyes. I see all these; I hear and understand that who are the target of this propaganda and whose mentalities they want to deviate from the facts. The fact is what we said. In all fields a lot, and of good nature, is being literally done. Well its effect is that a kind of vigor has been created in people specifically in the young.The vigor of work, hope and a prospect to the future, which from people's referring to us and the information which one has it is tangible and understandable.
In the arena of foreign politics it is the same. In the arena of foreign politics our movements and vigor are favorable and one sees these broad movements and vigor and activities which already exist. The initiative in many global issues is in the palm of Islamic Republic System’s hand, especially in regional issues. It is almost an unprecedented and a unique phenomenon which the initiatives are at the palm of the officials of Islamic Republic System’s hands. They have not been waiting for others to say something and they agree or disagree in response. They take measures and act thoughtfully. Fortunately the events which are assistance of God have also had their contributions. The very wonderful event of Lebanon is one of them. What happened in Lebanon was indeed according to the sense of " «و ما رميت اذ رميت و لكن اللَّه رمى» Allah made the Devine potent hands of these young people like "Zobar Al-hadid"( pieces of iron), in this difficult field, so impenetrable that …. Significant and immense was this event. The army whose powerful neighboring countries didn't imagine withstanding, let alone striking it like this. The Zionist enemy in Lebanon, simply against only part of Lebanon's means, not only was thwarted but it was also hit, it sustained damage, lost its face and couldn't even get one tenth of the aims which it had planned. It is a very wonderful event. Islam and Muslims’ opponents do not like to confess verbally, but it is inferred from their words. They are baffled! Stunned! It is a great event which is unfathomable and unanalyzable. Now they are going to discuss and analyze it to see why it happened. It happened anyway. It was the assistance of God and His blessings gained by effort and endeavor.
It is the same in Palestine. The very victory of Hamas, few months ago in popular elections concerning Hamas’ coming to power, is verbally very simple. Hamas, a group which was chased by both usurping enemy and the government which had risen to power accompanied by the usurping enemy, and was ostracized and agitated by them for years, whose little children and old men were shot and devastated at the East Bank and Gaza; this group whose leaders don't dare to appear even in Palestine and are in real danger. Such a group comes to power in Palestine! It is actually a wonderful event. It happened, however.
Now the opponents of Islamic System are propagandizing that Iran abetted and backed it, all of which are wrong words. But what exists in reality is that Iran, Islamic System, and Islamic Republic were strengthened, which everybody knows it was in light of revolutionary movement of Iranian nation. There is no doubt in it and it is unprecedented. After long years, such an opportunity has been provided for Islamic Republic of Iran. It illuminated the validity of Islamic Republic of Iran, the honor of Islamic Republic, the greatness and dominance as well as the eloquence, fluency, and the attractiveness of the slogan and message of Revolution to the entire world. Today in all Arab countries, let's say in all Islamic countries the hearts of the young and broad-minded group of society are full of attachment to these slogans and stance. One observes it, perceives it from its effects and signs.
Well it is assistance for us and fortunately we don't have a substantial problem in our country. Indeed it is hard to work. I remember when Imam Khomeini (peace be upon him) was alive, from different organizations, either from the ministries or from other organizations people were coming to him and complaining to him, “there is a deficiency over there, there is a problem there." He frequently replied," gentlemen! It is hard to work." In fact it is true. There is a long distance between wanting and being able to do and between being able to do and realizing what you have in mind. One wants to do many things, but it is a long way and it demands its own preliminaries. To proceed along this way, one should not be impatient. If it dawned that efforts are made and the direction is correct as well, God willing, we should expect to get those results.
Concerning these fields which the gentlemen mentioned, efforts are made. Fortunately in moral issues of the society, cultural affairs and administrative issues, the officials are not indifferent. They feel the defects and the malady, ponder upon it and seek to find a remedy and they see the results. Of course some of these results may be true while some others may be wrong. Some remedies may be effective whereas some may be ineffective. These are probable in everything. Finally one faces a hard task to get to the point.
The last thing which I want to say is the worry and concern that I feel, about the sabotage, at the advent of election in our country. Unfortunately it has been common. I am actually worried about such stance which is seen in different places. It is not because these people are many; no there are few of them. However the movements of these few people mar the society. It is like a group of one or two thousand people sitting in a place while five or six of them have a cold and continually cough. It mars the ambience of the circle; it is exactly like this.
Unfortunately, as we approach elections, some people with miscellaneous incentives begin their sabotage. Some of them, having political incentives and some others with even religious motives mar individuals, political characters, religious characters, revolutionary characters, highly reputable characters of Seminaries and even honorable clergymen and learned ones. What is it? There is neither a religious rationale for it nor a reasonable one. Neither religion nor wisdom does agree with it. If one is not satisfied with a stance which he feels such a person and such people are involved in that stance, its remedy is not to mar and affront characters. The way is not to mention the names of characters; the way is illumination. Form the very beginning, the revolution movement was created based on illumination and some facts were illuminated. When, in a given place, one introduces the light, the dark will be introduced by itself. It is not wrong to elucidate the dark. Mentioning the characters' names and marring honorable characters have no reasonable rational behind. If some people intend to impair and blind a deviated line, this is not the way; it doesn't bring about that aim. From the viewpoint of the religion, it is clear, too. These things are not naturally unwanted calumnies, unwanted lies and speaking without unwanted knowledge.
The Holy Koran tells us " لو لا اذ سمعتموه ظنّ المؤمنين و المؤمنات بأنفسهم خيرا» ".why don't you have a good opinion of each other? Why don't you take it as true? Well, you don't believe in somebody, don't infer the ensuing consideration. But if one sabotages, it will be a bad action. What I intend to tell you at this period about the election is this point. There are some other words which I prefer to tell you later on. Take care not to pollute the elections, specially the Assembly of Experts' elections, with sabotaging ambience and marring the reputation of characters, accusing characters, whether in Seminaries or in Tehran and other cities.
It is one of the things that you should take into account and pay attention to so that the Supreme Being will open the way and guide people and their hearts. People's hearts are in the palm of God’s hand. Creating hope, motivation, determination to move towards proper work and purpose is what the Supreme Being bestows upon human beings. Let’s ask the Supreme Being and rely on him and perform what is our duty, and consign the result to him. Whatever the Supreme Being wants will certainly happen. God willing, that will be the result of our good deeds and intentions and favorable to us. You should proceed like this.
I want the Supreme Being to direct us to the Straight Path and empower the great, revolutionary, truly believer and intelligent people of ours and succeed them in the responsibilities which they shoulder, and increasingly augment the development in scientific, technologics, political, economic fields and so on which we see or whose effects we observe.
