Les activités au cours du troisième trimestre 2006 ont été ralenties en Juillet et en Août, qui correspondaient à la période de congés annuels du Chef de Projet . Des contraintes liées à la passation du marché sur l’étude de la taxe d’exportation ont repoussé le démarrage de l’étude au mois d’Octobre. Le manque de disponibilités du Conseil d’Administration de l’ARDC et des contraintes dans l’action de la promotion de l’ARDC vis à vis des petits planteurs ont paralysé les activités et figer le vote d’un budget annuel qui aurait permis de démarrer bon nombre d’activités en suspens.
Cependant ce trimestre a enregistré certaines avancées importantes et autres faits marquants tels que : l’adhésion de l’ARDC à l’ARBC, la finalisation technique du sous-décret avec le MAFF, l’IRCC et la DGPH, la finalisation de l’étude comptable et la détermination d’un prix moyen du certificat, la poursuite des actions de formation des laboratoires et les recommandations en matière d’équipement. Il est à noter les récents efforts enregistrés par certains laboratoires dans la maîtrise de leurs procédures.
ACTIVITES
1. Etablissement de la Certification au niveau national
1.1 Finalisation du sous décret institutionnalisant la procédure de certification
Prévu
Après commentaires techniques du MAFF, un second atelier réunissant la totalité du groupe de travail devait être programmé. Le sous – décret devait pouvoir être présenté en conseil des Ministres en Septembre 2006.
Une première mission de l’expert Technologue du CIRAD devait être programmée afin de compléter et finaliser toutes les procédures de certification (annexe 1).
Une mission de l’expert qualité du CIRAD devait être déclenchée fin Septembre 2006 pour une quinzaine de jours (annexe 2). Cette mission devait permettre de réunir les usiniers et exportateurs privés autour des thèmes du « contrôle qualité » en plantation et en sortie usine. Les causes de variabilité dans le traitement et la qualité de l’usinage du caoutchouc cambodgien devaient être étudiées à cette occasion
Réalisations
Une séance de travail avec l’équipe du Département de législation agricole du MAFF a permis d’amender la version (numéro 4) du document. Ce document devait être discuté par l’ensemble des représentants de l’interprofession, et des institutions d’Etat qui sont parties prenantes. L’atelier de travail programmé le 29 Septembre 2006 a été repoussé au 25 Octobre 2006, faute du quorum suffisant de participants.
Les deux missions des experts du CIRAD ont pu démarrer telles que prévues avec la participation d’un troisième expert du CIRAD Thaïlande (Laurent VAYSSE) en tant qu’observateur.
Prévisions sur le prochain trimestre
Les missions d’expertise du CIRAD vont permettre de faire le bilan des progrès réalisés par le laboratoire de l’IRCC et les laboratoires régionaux afin de préparer la mise en application de la certification en 2007. L’expertise au sein des usines permettra de faire un diagnostic des problèmes de qualité de l’usinage et de former l’équipe de l’IRCC à faire des audits en usines.

Due to the Project Manager’s annual holiday, activities slowed down during the third quarter of 2006, in July and August. Constraints linked to signing the contract for the export tax study postponed the start of the study until October. The ARDC’s board lack of availability and limitations in promoting ARDC with small growers paralysed activities and suspended the vote on an annual budget, which would have facilitated the start of several pending activities.
Nevertheless, this quarter recorded some significant progress and other highlights such as: ARDC joined ARBC. The sub-decree with the MAFF the IRCC and the DGPH was technically finalised, so were the accounting study and the establishing of an average price for the certificate. Training activities in laboratories and equipment recommendations were continued. Also noteworthy are the recent efforts recorded by certain laboratories in mastering their procedures.

1. Implementation of the certification at the national level
1.1 The sub-decree institutionalising the certification procedure has been finalised

Following technical comments from the MAFF, a second workshop attended by the whole working group was to be scheduled. The sub-decree was to be submitted to the Council of ministers by September 2006.
A first mission from the CIRAD’s technology expert was to be scheduled in order to complete and finalise all the certification procedures (annex one).
The expert mission on quality from the CIRAD was to start by the end of September 2006 for a two-week period (annex two). This mission was to gather private processors and exporters on the subject of “quality control” in the plantations and at the factory output stage. On this occasion, the causes of variability in the processing and quality of manufacturing of Cambodian rubber were to be studied.
Achievements
A working session with a team of the MAFF’s department of Agricultural Legislation enabled amendment to the draft (number four) of the document. This document was to be discussed by all representatives in the joint trade organisation, and by involved State institution stakeholders. The workshop planned on September 29, 2006 was postponed until October 25, 2006, as a sufficient quorum was not reached.
The two missions by CIRAD experts have started as planned with the contribution of a third expert from CIRAD Thailand (Laurent VAYSSE), as an observer.
Next quarter forecasts
The expertise missions of the CIRAD will allow assessment of the progress made by both IRCC and regional laboratories in order to prepare the implementation of the 2007 certification. The expertise within the factories will establish a diagnosis of manufacturing quality problems and train the IRCC team in carrying out factory audits.
